Description
CLOSING AGENT SERVICES FOR THE STATE OF MINNESOTA. Small Business Set-aside. The Department of Housing and Urban Development (HUD) has a requirement for closing agent services for the State of Minnesota. The objectives sought from this contract are: 1) Ensure HUD’s interests are proactively represented at the sales closing; 2) Ensure the transaction is closed as soon as possible after signing of the sales contract; 3) Ensure closing is held within 50 miles of the subject property at an acceptable office location; and 4) Ensure HUD funds received are accurately and timely provided to the U.S. Treasury; 5) Ensure the closings are accomplished with error-free closing documents, and 6) Ensure the Deed is properly recorded in the buyer’s name. The Contractor shall furnish all necessary services, equipment, materials, supplies, facilities, personnel, and supervision to accomplish the requirements as specified in the performance based work statement unless otherwise directed. The contract will be performance based with incentives and disincentives. There is a potential conflict of interest defined as: If the contractor performed or was involved in the legal work for the foreclosure action which resulted in the acquisition of the title to the property by HUD, performance of the closing services shall be considered a conflict of interest, and the Contractor shall not perform the services. However, the Contractor shall remain responsible for having such work performed. More detailed information concerning the work requirements will be provided in the solicitation. HUD intends to award one performance based, indefinite quantity, fixed-unit rate contract from this solicitation on or about 7/15/2009. The estimated quantity per year is 800 closings. The period of performance for the base year is anticipated to be 8/1/2009 through 7/31/2010 with four (4) one year option periods. This is set-aside for small business concerns and the NAICS code is 541191 with a size standard of $7 million. The solicitation will be available for downloading on or about 5/13/2009. Questions concerning the solicitation are due no later than 6/2/2009. Proposals are due 6/12/2009. No hard copies of the solicitation will be made available. Telephone and e-mail requests for the solicitation will not be accepted. All small business concerns need to respond with a proposal by the due date stated in the solicitation.
