- Description
- The VA Medical Center in Coatesville, PA is seeking professional A/E services to Upgrade the HVAC System in Bldg 69, Project No. 542-09-102. The consultant shall provide all architectural and engineering services as defined to accomplish complete contract drawings, specifications, technical reports and cost estimates. The project will remove a 40 year old chiller that uses refrigerant R113 (CFC) and associated cooling tower. The A/E will provide chilled water from central chiller plant secondary loop in lieu of installing a new dedicated chiller. The A/E will provide new variable speed drive (VFD) chilled water pumps and will replace the existing hot water pumps in building 69. The A/E will replace the existing heating hot water exchanger and controls in b/69. The A/E will replace the existing 2 pipe fan coil units in building 69 with new 2 pipe two way valve FCU's and provide additional 2 pipe fan coil units with two way valves to the flower shop in building 69. The A/E will provide a new hot water reset to connect to the new Direct Digital Controls (DDC). The project will also replace the existing pneumatic control system with new Direct Digital Controls (DDC) for building 69 including connecting the controls to the Trane BMS system in 17. All related electrical work is included. The A/E will demo the existing air handling unit on the rooftop of building 69. The new pumps and return fan should be on emergency power. A/E Services to include site investigation and verification of as-built drawings, drawings and specifications, cost estimates, construction period services and site visits. A/E will provide 50% design submission, 90% design submission, and final submission. The work shall meet all applicable VA design criteria and construction standards. The estimated construction budget is between $250,000 and $500,000. The area of consideration for this acquisition is restricted to firms within 100 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation to Contracting Officer (542/90C), VAMC, 1400 Black Horse Hill Rd., Coatesville, PA 19320 by close of business Friday, May 29, 2009. NAICS 541330 applies. This is not a request for proposals. This procurement is set-aside 100% for small business concerns. Seer numbered notes 1 and 24.
