- The U. S. Army Corps of Engineers is seeking firms with expertise in water resources modeling to respond to this Request for Proposal for a contract entitled-Water Resources and Watershed Modeling and Assessment Studies. The location of services to be performed under this contract shall be primarily the six New England States (ME, NH, VT, MA, CT, and RI) but will also include all other states and districts currently covered by the U.S, Army Corps North Atlantic Divisions (NADs) mission areas (NY, PA, NJ, DE, MD, VA, WV and the District of Columbia). However, the primary purpose of this contract will be to support the New England District civil works watershed, river, and reservoir modeling assessment studies and projects by providing acknowledged and documented technical engineering expertise in watershed, water quality and quantity modeling In general, the work to be performed will focus on complex watershed and water quality and quantity modeling. Models developed and simulations performed may be applied to work efforts including total maximum daily loads (TMDLs), water quality assessments, water supply, and aquatic habitat restoration efforts. These efforts are generally conducted in partnership with a non-federal sponsor such as a state regulatory or natural resource agency and/or community coalition. Work to be performed includes: complex computer modeling of hydrology, hydraulics, and water quality and quantity for watersheds and associated water bodies (rivers and impoundments). Modeling will be performed with state of the art non-propriety computer software including applications such as HSPF (Hydrologic Simulation Program Fortran), WASP (Water Quality Analysis Simulation Program), QUAL2K (Stream Water Quality Model), HEC-GeoRAS (GIS-linked Hydrologic Engineering Center River Analysis System) and SWMM (Stormwater Management Model). The ability to link models is required. Work will also include development of modeling methodologies and plans for efforts and obtaining acceptance of these plans from non-federal sponsors and regulatory interests. Work will require experience working on TMDLS and wastewater and water supply studies and permitting project in New England. Work to be performed will include providing expert testimony before regulatory, legal, and scientific communities including U.S. EPA and state regulatory agencies and experts from the university based scientific community on point and non-point source pollution, water supply, and watershed water resources complex modeling studies and assessments performed under this contract. Work performed will be accomplished by capable, skilled, experienced, modeling staff recognized by the scientific and engineering community as knowledgeable within the technical discipline of water resources modeling. In addition, work efforts may be needed in support of the Corps civil works planning efforts including: developing field sampling plans, performance of field sampling and laboratory analyses associated with the collection of water quality data (chemical, biological and physical), sediment quality data (collection, analysis, and flux measurements), and preparation and approval of Quality Assurance Project Plans (QAPP) for sampling efforts with EPA and state agencies. Work may also include the performance of feasibility level engineering design of measures for water quality and aquatic habitat improvements including, but not limited to wastewater treatment facility upgrade options, CSO and stormwater controls and dam removal studies. Work may also include riverine time of travel studies to support hydrologic/hydraulic analyses, and bathymetry and topographic data collection. Work is anticipated to begin in September 2009. The Government intends to award a Firm-Fixed Price Indefinite Delivery - Indefinite Quantity contract with one base year and four option years. Work will be performed on a task order basis. The contract ceiling amount will be $3,000,000.00 over the life of the contract. The NAICS code for this procurement is 541690 with a size standard of $7 million. Request for Proposal and amendments, if issued, will only be available on-line. Interested vendors can download the solicitation via the Federal Business Opportunities (FBO) website (www.fbo.gov). The estimated issue date for the RFP is on or about May 15, 2009. The due date for proposals will be stated in the solicitation. The Government intends to make award to the offeror that represents the best value to the Government, price and non-price factors considered. Instructions and evaluation factors will be provided in the request for proposal.
