Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. This solicitation document and incorporated provisions and clauses are those in effect through the April 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-31. This acquisition is a small business set-aside and the NAICS code is 611710. This announcement constitutes the formal Request for Quotation (RFQ) and no additional written solicitation WILL be issued. It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with C. E. Trafzer, Historical Research Consultants in Yucaipa, California for a base year with options for four (4) successive one-year periods. The proposed contractor will create an exhibition demonstrative of Native People's concepts of health and illness; will also serve as in intellectual advisor with the responsibility to maintain the integrity of the exhibition scholarship and the appropriate use of objects, photos, or media to be included in the exhibition. Pursuant to 40 U.S.C. 1401 (3) as set forth in the Federal Acquisition Regulation (FAR) at 13.501 (a) (1) (ii), C. E. Trafzer, Historical Research Consultants is the only known source that is capable of fulfilling this requirement. In addition to being respected and knowledgeable from having formed effective working relationships with individuals from many Native cultural groups, Dr. Trafzer is a leading expert in Native American Health and Medicine, has performed research and published works in topics related to Native American health and healing, has a history of professional experience in projects pertaining to museum exhibition, as well as current professional experience in higher education. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-09-100-KDP. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the professional services required by NLM. The Statement of Work may be obtained by contacting the individual listed below. The offeror shall include all information necessary to document and/or support the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
