- The work includes construction of a new 483.29 GSM (5,202 GSF) Central Utility Plant adjacent to the existing Naval Hospital Guam and consists of reinforced cast in place concrete foundations, exterior walls and roof structure, reinforced concrete masonry unit interior walls, EIFS over concrete walls, stainless steel and ferrous steel doors and frames, stainless steel overhead coiling doors, aluminum wall louvers, prefinished metal roof tiles, exterior and interior painting, electrical power and lighting, HVAC systems, plumbing systems, fire sprinkler and alarm systems, and incidental related work. The building will contain a chilled water plant with chillers, pumps and cooling towers, space for two boilers (to be provided under a separate contract), and an emergency generator, and associated electrical systems. Site work includes demolition of three existing structures including removal of concrete slabs, concrete foundation, and chlordane contaminated soils and other selective site demolition, a new sanitary sewer service, a new underground water system connecting to an existing water reservoir, upgrading of valves and piping at existing reservoir, a new underground chilled water distribution system, a new above ground fuel oil tank and distribution system, new underground electrical and communications ductbanks, new paving, and miscellaneous incidental related work Estimated range is from $20,000,000 to $30,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237110 AND AVERAGE ANNUAL RECEIPTS IS $33.5 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the LOWEST PRICE TECHNICALLY ACCEPTABLE proposal. The technical evaluation factors are anticipated to be as follows: (1) Past Performance; (2) Experience; (3) Key Personnel Experience/Qualifications; (4) Past Performance in Utilization of Small Business Concerns; and (5) Participation of Small Businesses. The Request for Proposal (RFP) will be available on or about 7 May 2009. The RFP, excluding the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. The RFP, including the plans and specifications, can be accessed at the followi! ng direct link https://www.fbo.gov/fedteds/TDPN6274209R1308 after the RFP is issued. Hard copies containing the RFP will not be issued. Contractors must register with FBO to obtain access to the solicitation. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the solicitation. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the solicitation. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil.
