Description
1) Type of Notification: Sources Sought This is a sources sought synopsis only. The purpose of this notice is to gain knowledge of potential qualified sources. Responses to this notice shall include the following: (a) company name (b) address, (c) point of contact, (d)"number of employees" as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (e) the amount of "annual receipts" as defined by the Federal Acquisition Regulation (FAR) part 19. In addition, the respondent must provide a capability statement that addresses the organization's qualifications and ability to perform as a prime contractor the work described below. 2) Description: Personal Services (Telemetry Technician) The following is a brief summary of the primary duties that the Telemetry Technician must perform. This list is not all inclusive: Assess the condition of up to forty four (44) patients by continuously monitoring electrocardiograph (EKG) recordings on a central station monitor. Admit and discharge patients from the monitoring equipment. Operate complex monitoring equipment, troubleshoot computer malfunctions, and communicate system problems with the appropriate personnel (flight commander or designee, NCOIC). Annotation of all problems with monitoring systems and notification of problems in a government-designated logbook or notification system. Perform clerical duties to include but not limited to answering the telephone, recording messages, organizing patient files, etc. Routinely collect, evaluate, and document each patient's cardiac rhythm status a minimum of twice each shift and upon changes in rhythms. Each rhythm strip is analyzed for the following identification : PR interval, QRS interval, QT interval, rate (atrial and ventricular), maintains patient rhythm, ectopic beats, ST segment changes and places strips in patient records. All documentation shall be properly prepared and ready for placement in the patient's chart prior to the end of the shift if patient is discharged or transferred. Record and identify any change in the patient's baseline cardiac rhythm, and immediately notify nursing staff as changes occur. Also records cardiac rhythm during the following: cardiac arrests and resuscitation, cardio version, and during administration of intravenous push medications such as Digoxin, Verapamil, etc. Communicate with nursing personnel when changes in the monitoring parameters are required for a particular patient, and when changes in electrode placement are required. Cardiac monitor technicians shall discuss any changes made in the monitoring parameters for a particular patient with the nurse caring for that patient. Report all changes from baseline to the nurse caring for that patient and annotated on the monitor watch flow sheet. Physicians will be notified of any changes by nursing personnel. Monitor alarms shall be left on and volume set by the cardiac monitor technician, in the event that a life-threatening emergency occurs requiring the presence of all unit staff members. In watching the monitors will initiate the log sheets. Changes in the rhythm status, ectopic activity, and other pertinent information shall be recorded by posting a rhythm strip on the Wilford Hall Medical Center (WHMC) approved document that has the patient's data (name, grade, unit, etc.). Notified of changes in alarm on/off status prior to and following a patient activity that could alert the baseline pattern. Participate in the orientation process of personnel, nursing reports, patient care conferences, team conferences, and/or unit conferences as deemed appropriate by the flight commander or designee, and mandatory WHMC training. 3) Qualifications: Completed a formal training program in dysrhythmia recognition and hold a current certification from such a course prior to performing cardiac monitor technician services. submit and pass a dysrhythmia recognition test developed and administered by the flight commander or designee. One year experience within the past two years as a Cardiac Monitor Technician. 4) Place of Performance: These services would be performed at Wilford Hall Medical Center and/or military installations in San Antonio, TX. The applicable Federal Supply Schedule area coverage must include the state of Texas for authorized performance area.
