- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport intends to award a Firm-Fixed Price contract on a sole source basis to Adaptive Methods, Inc., Centreville, VA for research and development efforts in support of the Cicada Research Project. Specifically, the contractor shall generate MATLAB programs to determine and provide frequency domain kernels corresponding to the estimated time-domain kernels and calculate higher order spectra for the recorded cicada data. The basis of the sole source is that this company has the technical expertise personnel with knowledge of statistical communication theory as it pertains to this project. The anticipated posting date of solicitation N66604-09-Q-3352 is on or about 12 May 2009. The proposed contract action is for services for which the Government intends to negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit propos! als. This notice of intent is not a request for competitive proposals.- A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
