Description
The USDA, Animal and Plant Health Inspections Service (APHIS), Plant and Protection Quarantine (PPQ), Pink Bull Worm Rearing Facility (PBWRF) Phoenix AZ. 85040, intends to procure One (1) Dust Collector AVS Air Vent Filter System Delivery of Equipment shall be 10 weeks after receipt of purchase order. FOB Destination to Phoenix AZ. With full Turnkey installation NAICS Code: 333411. This is a firm fixed price contract. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through the current Federal Acquisition Circular. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1; Changes--Fixed price 52.243-1; Instruction to Offerers - Commercial Items 52.212-1; Evaluation-Commercial items 52.212-2; Offerer Representations and Certifications 52.212-3; Contract Terms and Conditions-Commercial Items 52.212-4; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5; This acquisition is a 100% small business set aside. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined are significantly more important than cost or price; trade-off process. Proposals are due by Friday, May 8,, 2009 2:00 PM CST. Specifications for dust collector Purposes and Objectives: The PBWRF requires a vendor to provide a dust collection system and delivery to the PBWRF. The system must remove particulates over 1 micron in size from our pupal harvest area. Specific specifications are as follows. Dust Collector AVS Air Vent filter type 602sq. feet of media with an air media ratio of 8.3:1 @ 5000 CFM Filter stressed for 17” W.C. Carbon steel construction all product contact parts Includes a clean air plenum with 7 gallon carbon steel tube sheet, mineral reinforced nylon bag cup and venture. Top mounted MBI-20 Fan with 5,000 ACFM at 14” SP, 3500 RPM made with a welded 10 ga. carbon steel housing and backward inclined non-overloading wheel. Fitted with a horizontal flanged discharge and Teflon shaft seal. Motor to be a 20 HP,TEFC,3450 RPM,230/460/3/60. The exhaust damper should be a slide gate style. Cleaning system consisting of a 4inch diameter compressed air header, 3/4inch diaphragm air valves. timers and solenoids mounted and prewired in NEMA 4 enclosures. Access platform with handrails to 30” X 60” service door. Ladder and safety cage to grade Exterior welds continuous where possible and cleaned free of weld slag and splatter. 14” diameter flanged air inlet Two rupture panel style explosion vents 9 sq ft. sizing based on assumed Kst of 150 bar –m-sec and Pmax of 9 bar. High entry inlet with bag protection baffles 4 X4 carbon steel grate – man supportable. 60 degree carbon steel pyramid hopper. Product discharge flanged to mate 55 gallon drum cover kit with slide gate. Structural steel legs to provide 48” clearance below discharge flange. Differential pressure magnehelic gauge kit. Gasket material between flanges to be food grade silicone caulking. Inter-connecting soft copper air lines. Unit requires 8.5 SCFM @ 90-100 PSI clean, dry air to be supplied by USDA. 49 -6”diameter X72” long 16 oz Dacron polyester cuff top bottom load bags. 49 -6”diameter X72” long galvanized carbon steel bag cages with stainless steel bag clamps. Additional necessary equipment to include 1)1 top mount fan silencer 2) Quick fit modular ducting to include all necessary elbows,ducting,adjustable nibbles, branches, adapters, clamps, blast gates, transitions and hoods based on attached drawing.3) AVS control panel with motor starters. Current NFPA standards require that all owners/operators of equipment handling combustible dusts obtain material combustibility data (Kst and Pmax) by means of a test. This test data is to be used in determining the type or level of explosion protection appropriate for each application. Installation to be Turnkey.
