This announcement is NOT A REQUEST FOR PROPOSAL nor does the Government intend to pay for any information submitted in response to this synopsis. This synopsis does not commit the Government to award a contract. This synopsis is for market research only and any procurement resulting from this announcement will be synopsized separately. This is a notice that the Naval Air Systems Command, Aircrew Systems (NAVAIR – PMA202) of Patuxent River, MD seeks information on capabilities from potential sources to purchase components for and to manufacture an interface to the fielded Aircrew Integrated Recovery Survival Armor Vest and Equipment (AIRSAVE), which will be identified as the AIRSAVE Interface (AI). The primary function of the AI is to work as part of a mobile aircrew restraint system, removing the need for the Crewmembers Aircraft Safety Belt (CASB), Part Number MS16070-21/A. The AI is contemplated to be procured as a firm fixed price build-to-print contract based on a Navy developed and owned technical design and data package. The anticipated release of the Request for Proposal (RFP) is approximately September 2009. The build-to-print Technical Data Package is being developed in-house by the Navy. The technical data package shall be provided with the RFP. The AI will be built as a kit that will be integrated into the AIRSAVE by the Government. All interested sources are requested to provide, at no cost to the Government, capabilities to procure components and documentation on manufacturing capabilities. Proprietary data MUST be marked on a page-by-page basis, and will be kept confidential and protected in accordance with the Uniform Trades Secret Act. Interested sources shall state whether they are ISO 9000 compliant and certify that all components and manufacturing operations are all made and completed in the USA.
