- This modification is to address questions received during the question response time identified in the solicitation. The following are the questions and answers: Q. The approximate frame size that was provided, is that from the outer edge of the frame to the outer edge of the frame? A. Yes, However there are some discrepancies between the frame size identified in CLIN 0002s description and the description provided in Attachment 1 for the Medal of Honor (MOH) Frame. To clarify here are the dimensions to be utilized for the MOH frame: From the left going to the right 2 inches for the top mat (outer mat) on the left inch for the 2nd mat (inner Mat) on the left side of the picture 8 inches for the picture with fillets inch for the 2nd mat (inner mat) on the right side of the picture 1-inch margin for the top mat (outer mat) in the center inch for the 2nd mat (inner mat) on the left side of the citation 8 inches for the citation with fillets inch for the 2nd mat on the right side of the citation 2 inches for the right side border (margin) 1/8 inch for clearance between the frame and the matting 1 3/8 inches added for the frame width on the left and right 23 inches (+/- 1/8 inch) is the overall width of the frame From the top to the bottom: 2 inches for the top mat (outer mat) at the top inch 2nd mat at the top of the picture and citation 10 inches for the picture and citation with fillets inch 2nd mat at the bottom of the picture and citation 2nd inches for the top mat (outer mat) at the bottom 1/8 inch for clearance between the frame and the matting 1 3/8 inches added for the frame width on the top and bottom 16 inches is the overall high of the frame Overall outer side frame dimension: 16 X 23 inches Q. I am looking over the solicitation in the subject line and for both sets of frames it calls for (Black finished bust cover/backing,) should it say Black finished dust cover/backing? Black dust covers are our standard cover so that is good with us. I just need to know if we are talking about the same animal. A. We meant DUST cover backing for both CLIN 0001 & CLIN 0002. Q. In review of the description and attached pdf files, it states that there are 54 Commanding General names and 17 Commanding Sergeant Major names. In the item description it states that they want 110 frames. Is the breakdown 55 for CG and 55 for CSM. Would you clarify the breakdown, so we can price materials? A. The total frames we are asking for is 110 of that particular size. Of those 72 will be used immediately for past CGs and CSMs. The extra frames (38) will be saved for future CGs and CSMs. We will need the brass name plates for those so that we can engrave them at a later date. Q. On the list that is posted, there are a total of 61 names, yet the description states that 90 frames will need to be hung, and 20 frames will be boxed for later use. Are there more names coming or is the attached list incomplete? A. When we originally received the names of past CGs and CSMs from the Center for Military History, there were several names included that were not actually the CG or CSM. Those names were then removed from the list to make it more accurate. The list as posted is now as accurate as we can make it at present. There should be 55 CGs and 17 CSMs for a total of 72 names. Those pictures will be hung. The remaining frames will be saved for future use. They shall be boxed for storage until that time. Q. Who is responsible for boxing the remaining frames not hung? A. The vendor shall provide the remaining frames in boxes. Q. Are the 20 MOH frames to be hung in one place? A. Yes Q. Are the 90 Commanding General /CSM frames to be hung in multiple buildings, and if so how many buildings? A. All Commanding General/CSM frames will be hung in one location in one building. Q. In the Medal of Honor frames, it states that the images will need to be dry mounted. There is no additional information with names etc. How can we find this? A. Once the contract is awarded we will provide all pictures and narratives to be mounted. Q. Instead of dry mounting pictures on acid free mounting board may the pictures be vac-u-mounted on acid free mounting board? A. Yes, vac-u-mounted on acid free mounting board will be acceptable. Q. Delivery and Installation is required within 30 days. Does this mean that all pictures and information will be delivered to us in advance so that the deadline can be accomplished? A. Once the contract is awarded we will provide all pictures and narratives to be mounted a timely manner so that the deadline can be met. Q. The glass calls for 100% UV protected reflection control glass, the % of UV protection for all conservation glass ranges between 97/98% UV. I just want to make sure that this is clarified. A. All glass will have minimum UV blocking level of 97 percent for the range of 300 to 380 nm. Thanks you for the clarification. Q. Can the contractor have the option of using 100% UV filtered reflective control plexi-glass?? This will help us in being able to ensure safer shipping as well as making the frames more light-weight and durable? A. We will not accept Plexi-glass as a substitute. Q. The frames call for WallBuddies hardware. We recently completed a large Air Force contract at the Air and Space Command in Colorado Springs. They ultimately changed the hardware request to security hardware so that frames could not be moved. This comment is just to throw out a reminder that this hardware is available at about the same cost. A. The RFQ calls for a brand name or equal offer. Therefore, Or equivalent offers are acceptable for submission. Q. Can you read pdf files? A. Yes This ends the question and answer period for the solicitation. Acknowledgement of this modification is required with your quote submission.
