- The National Cancer Institute (NCI), Division of Cancer Control and Population Services (DCCPS) plans to procure on a sole source basis, services to provide two separate manuscripts for the purpose of evaluating trends in costs and types of care in both colorectal and lung cancer patients in the first year following diagnosis using the linked Surveillance, Epidemiology and End Results (SEER)-Medicare data with Dr. Cathy Bradley; 3401 Brewton Way; Midlothian, Virginia 23113-3794. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-(b) (1). The North American Industry Classification System Code is 541690 the business size standard is 7.0 M employees. The period of performance for this procurement shall be twelve months from the date of award. The Division of Cancer Control and Population Services (DCCPS) has previously conducted cohort studies of patients with colorectal and lung cancer relating to cost of treatments and care these cancers are two of the most commonly diagnosed cancers and leading causes of cancer death in the U.S. Prevalence is expected to increase because the US population is growing and aging, and cancer incidence increases with age. Thus, the medical costs of treating colorectal and lung cancers are also likely to increase as well. A recent study of trends in the cost of care in the first year following cancer diagnosis showed that costs are increasing, due in part, to more patients receiving surgery and adjuvant therapy, and rising prices for these treatments. The professional services of Dr. Cathy Bradley will be obtained to lead a new project providing updated estimates in the trends in costs and types of care colorectal and lung cancer patients receive in the first year following diagnosis using the linked SEER-Medicare data. These services will evaluate trends in care regarding: •Use of neoadjuvant chemotherapy and radiation therapy •Type of cancer-directed surgery (if any) received •Receipt of radiation therapy •Receipt of specific types of chemotherapy and supportive agents and other services •Trends in costs of care by type of service All services and costs will be reported separately by stage of disease at diagnosis. In addition, contractor will provide the following deliverables: •Review the published literature on care and associated costs of care of colorectal and lung cancer •Develop table shells and lead analysis of trends in colorectal cancer care and collaborate closely with NCI scientific staff on analysis of trends in lung cancer care. •Provide NCI with written report/manuscripts suitable for publication on trends in colorectal cancer care, and collaborate closely with NCI scientific staff on publication of trends in lung cancer care The contractor, Cathy J. Bradley, M.P.A., Ph.D. is a Professor in the Department of Health Administration at Virginia Commonwealth University. Dr, Bradley is a health economist and an internationally recognized expert in the economic consequences of cancer and its treatment. She has more than 50 publications in this area, a solid track record of federal grant support, as well as local and national service. Her innovative work has been the subject of many editorials. Since 2000, Dr. Bradley has been the principal investigator or co-investigator for more than ten grants in health economics and cancer outcomes. She has also been the principal investigator for previous NCI contracts in health economics and cancer. Dr. Bradley has conducted extensive research using both registry and Medicare and Medicaid claims data to assess the types of care received by cancer patients. There are no other investigators with the breadth and depth of knowledge in the economic consequences of cancer and its treatment. Dr. Bradley's expertise in health economics and cancer-related health services research provides her with the unique skills required to perform the work under this contract. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on May 15, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
