Description
Responses are due no later than 2:00 p.m. central standard time May 28, 2009. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The USAF, AEDC requests capability statements from potential sources for the 16 IPS high pressure air control valve described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. MARKET RESEARCH IS BEING CONDUCTED to identify potential suppliers of a 16" NPS body sized Straight Globe flow control valve to be used in modification of a 4000 psia process air system that operates at temperatures from ambient down to -40 degrees Fahrenheit. The valve shall include 16" Grayloc TM type end connections with Grayloc size 112 seal rings. Other requirements for the flow control valve are as follow: Material: A) The valve body and bonnet shall meet ANSI Class 2500 # pressure ratings. Acceptable materials shall be either stainless or low temperature carbon steel (A350 LF3 or equivalent) rated to -40° F. B) The valve will be utilized as a flow control valve. It will be installed in a high pressure air system with over under the plug. C) Bonnet shall be of a bolted design, of the same material as the valve body. D) The valve plug shall be stem guided, neither cage guided, nor dependant upon pressure balance in order to actuate. Stem and plug materials shall be stainless, nickel-stainless alloys, 17-4 PH, or similar. Hard facing (electroless nickel, stellite, or similar) on the stem and materials at the plug to cage seating interface is preferred. E) The valve seat ring shall replaceable through removal of the cage. F) Trim type shall be linear. G) Seals, guides, and packing material; PTFE, PEEK, and bronze Service conditions: A) Media: High Pressure Air (HPA). Known contaminants include fine 10 to 20 micron iron oxide dust, scale particles from carbon steel surfaces, moisture, and silica particles. Air born acoustic levels internal to the system pipeline, independent of this valve's operation, exceed 140 decibels. B) Maximum design pressure: 4400 psig a) Maximum inlet pressure: 4000 psig b) Minimum outlet pressure: 0 psig c) Maximum outlet pressure: 3500 psig C) Inlet Air Operating Temperature: -20° F to 110°F. D) Maximum flow through the valve to be approximately 1200 lb/sec at 4000 psig to 1500 psig (decaying) inlet, 1200 psig outlet. Operation requirements: Operator: Shall be of a fail-safe design. All hydraulic components shall be rated for up to 3000 psig fluid. Actual fluid pressure available will be 1500 psig. The actuator shall be electro-hydraulic. Loss of control signal shall drive the valve to a closed position. A hydraulic check -cartridge type valve shall be included in the design which will cause the hydraulic fluid circuit to lock up (fail in place) if hydraulic supply pressure is lost. The operator shall develop sufficient force to close the valve with 4000 psig internal air pressure across the plug. The hydraulic servo valve shall be sized to achieve 15% to 85% stroke actuation time exceeding8 seconds but no more than 12 seconds. All components shall meet or exceed all applicable national safety codes. a. Limit Switches shall be provided at the fully open and fully closed travel position of the valve. Limit switches shall be double pole and double throw (DPDT) switches with contacts rated at 0.3 amps at 24 VDC. Limit switch attachment shall allow the automatic reset of the switch if the valve over travels. Limit switches shall be explosion proof per NEC Div 1, Class II, groups A through D. b. Solenoid cartridge valves shall be 24VDC and meet NEC explosion proof requirements for Class I, Div 2, groups A through D areas. c. Life: The duty cycle for each valve/actuator assembly shall be 200 cycles/year for 20 years. A full cycle is defined as Closed-open- Closed. B) Valve Actuation Rates: a. Fully opened or fully closed stroke shall be achieved in nominally 10 seconds. The use of a restrictive needle valve to control actuation rate is acceptable. C) Leakage shall be in accordance with ASME B16.104 Class IV D) Valve Design: a. Shall be in accordance with ASME B16.34. b. Valve orientation when in service shall be mounted so that the flow path will be horizontal and the actuator will be vertical. E) Valve Testing: a. Furnish 2 sets of certified test results on required testing per ASME B16.34 and B16.104. b. Valve acceptance test plan shall be provided by the supplier. Proposed acceptance test plans may be evaluated as a part of source selection. c. Valve shall be factory tested at ambient temperature to verify compliance with performance requirements specified. Test shall be performed with the complete actuation/positioning system mounted to the valve with the valve in the same orientation as the installed condition. The manufacturer shall provide all test equipment necessary. d. The purchaser reserves the right to witness factory testing. Purchaser to be notified in writing 45 days prior to any factory test. F) Two complete sets of; drawings with bill of materials, recommended spare parts list, and maintenance manuals shall be provided with valve. G) Locking Mechanism - Furnish a mechanical locking mechanism (pin with padlock hole) that can be inserted through the bonnet and actuator rod/ valve stem coupling so as to secure the valve in the closed position, independent of actuator hydraulic pressure. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. Responses are due no later than 2:00 p.m. central standard time May 28, 2009.
