RECOVERY: THIS PROCUREMENT WILL BE FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. DESCRIPTION: CONSTRUCTION MANAGER as AGENT (CMa) SERVICES FOR THE NEW U.S. COURTHOUSE IN AUSTIN, TX. GS-07P-09-UYC-0002 (SOURCES SOUGHT WAS LISTED UNDER GS-07P-09-HHC-ZZZZ) The General Services Administration (GSA) announces an opportunity for qualified contractors desiring to compete in the procurement process for the Construction Manager as Agent (CMa) services for the new U.S. Courthouse in Austin, TX. The North American Industry Classification System (NAICS) Code for this procurement is 236220. The size standard is $33.5 million per year. THIS IS A FULL AND OPEN, UNRESTRICTED procurement. Procurement is made under the Small Business Competitiveness Demonstration Program. The Request for Proposal (RFP) is scheduled to be issued on or about May 13, 2009. Interested firms will be required to submit a signed Document Security Certification with a copy of a valid business license to the Contracting Officer to secure a copy of the RFP. All requests for the Document Security Certification and the RFP must be made directly to the Contracting Officer via e-mail at lisa.byrd@gsa.gov The Pre-proposal conference is scheduled for May 27, 2009. Time and location to be provided at a later date. Attendance is not mandatory. The Construction Manager as Agent (CMa) will act as the Government’s on-site representative, providing full time oversite and management of the General Contractor (GC) who will construct the new courthouse. On site staff will include, at a minimum, Project Manager, Construction Quality Assurance Inspector and Administrative Assistant. Support staff will include, at a minimum, Cost Estimator/CPM Analyst/ Scheduler and Engineering Technical Disciplines. Duties of the CMa contractor include, but are not limited to, daily inspections of the construction work by professional construction inspectors; coordination and recordation of weekly and monthly construction progress meetings with the GC; preparation of all required paperwork, including, but not limited to, daily reports, daily construction logs, all meeting minutes, RFI logs, transmitting RFI’s to design A/E; recording, reviewing and transmitting of submittals to design A/E; processing payment requests for review and approval by the Government’s Contracting Officer; preparing written correspondence for review and approval by the Contracting Officer; reviewing payrolls for compliance with all Department of Labor (DOL) requirements; recording construction progress by use of digital and video camera. Anticipated start date for construction is on or about July 29, 2009. Performance period is thirty-six (36) months from the Notice to Proceed (NTP) date. The contractor will be chosen competitively utilizing FAR Part 15 Source Selection procedures. The Government anticipates the award of a Firm, Fixed-Price Contract based on a final negotiated or accepted price, to the contractor that offers the best overall value to the Government. The technical factors are: 1) Experience and Qualifications of Key Personnel on Similar Projects; 2) Staffing Plan and 3) Past Performance and Experience of the Firm on Similar Projects. (Definition of “Similar Projects” is new construction of multi-story, Class A type buildings completed within the past seven years.) All questions/ clarifications regarding the RFP shall be submitted in writing to the Contracting Officer no later than 12:00 noon (CST) on May 29, 2006. All interested large business firms are reminded the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as indicated FAR 19.702. GSA's Subcontracting Goals are as follows: Total Small Business 36%; Total Small Disadvantaged Business 8%; Woman Owned 5%; HUBZone Business 3%; and Service Disabled Veteran Owned Small Business 3%.
