Description
The US Coast Guard, Rescue 21 Project Resident Office Alaska (PRO Alaska) has a requirement to purchase, on a sole source basis in accordance with FAR 6.302-1, three Windside WS-0.30A Vertical Axis Wind Turbines from Raigatta Energy, Ontario Canada. In December, 2008, PRO Alaska posted a Request for Information on FedBizOpps (HSCG23-09-VAWT) and conducted a technology assessment to determine whether viable wind energy technology exists to supplement power requirements for remote Alaska mountaintops. As a result of the information received and assessment of existing Commercial Off The Shelf (COTS) products, the Coast Guard has determined that only one COTS product exists that is designed specifically for arctic areas and has 10-15 years of history of having survived harsh climates such as the North Sea, Antarctic, Sahara Desert and the Pacific Islands. Windside units are manufactured in Finland, are specifically designed for conditions similar to remote Alaska mountaintops, are currently operating in Antarctica and at Siberian mountaintop communications sites, and are most likely to survive the worst conditions and harshest areas of the state. The US Geological Survey recently completed a similar analysis for VAWTs to be installed in Adak Alaska and Tristan da Cunha, South Atlantic and determined that the Windside turbines were the only product that met the government’s needs for harsh arctic climates. This notice is not a solicitation, request for competitive offers/proposals/quotations. However, in addition to this sole source acquisition, PRO Alaska intends to issue a competitive Commercial Item Combined Synopsis/Solicitation to evaluate additional COTS vertical and/or horizontal axis wind turbines for use in milder areas of the state at mountaintop sites. It is anticipated that solicitations will be posted no later than the end of May, 2009 under NAICS 333611 with award based on best value.
