Description
The U.S. Fish and Wildlife Service requests proposal to supply Atlantic White Cedar (AWC) Seedlings produced from genetic material originating from the Great Dismal Swamp National Wildlife Refuge, Suffolk VA. All seedling shall be produced from genetic material originating from the Great Dismal Swamp NWR. Ninety Five percent (95%) of all seedlings delivered must meet the following specifications: 1. Minimum root collar diameter of 4 (four) millimeters2. Height of no less 13 inches3. Woody Stem4. Minimal occurrence of recognizable disease (No more than 2%)5. Minimal occurrence of mechanical damage (No more then 2%)6. Quantity of 234,000 seedlings. Delivered in 2 shipment of 117,000 each. With 117,000 delivered in the spring of 2010 and 117,000 delivered in the spring of 2011. Specific dates to be coordinated with the Refuge. There will not be a solicitation issued. Provisions and Clause are applicable as per the Federal Acquisition Regulation (FAR). Commercial Items, Terms and Conditions apply to this acquisition. This announcement constitutes the only solicitation. Please mail your proposal information to the U.S. Fish and Wildlife Service, Contracting and General Services, 300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Gary Dupuis, Contracting Officer, no later than COB May 26, 2008. Evaluation of proposals will be based on a "best value to the government" method. Contractors are to submit the following information with there proposal. 1. Narrative specifying how their seedlings meets the six specification outlined above.2. Pricing for the seedlings: 234,000 @ ___ per seedling.3. Cost to deliver seedlings in a refrigerated van. 4.Total Cost Seedlings + Delivery = ____________ The magnitude of this project is between $100,000 and $250,000. The NAICS code for this acquisition is 115310. The small business size standard is $7 million. This project is open to all business sizes. Interested contractors must be registered in the Central Contractor Registration (CCR) and complete Online Representations and Certifications (ORCA) at "http://www.bpn.gov".
