- The National Marine Mammal Laboratory in Seattle, WA has a requirement for a vessel to conduct two charters: 1) Research survey on the abundance, population structure and foraging ecology of killer whales in around the Aleutian Islands and the Bering Sea. This charter will begin and end in Dutch Harbor, AK. Exact dates for charter are dependent upon actual date of contract award. The Government will assign one of the two following charter times at time of contract award. a) Fourteen (14) day charter period from July 1, 2009 through July 14, 2009. -or- b) Fourteen (14) day charter period from August 8, 2009 through August 21, 2009. 2) Conduct studies of right whales in the Bering Sea by deploying radio and satellite transmitters on whales, and conducting photo-identification, biopsy sampling, acoustic and oceanographic sampling. Twenty-three (23) day charter period is from July 16, 2009 through August 7, 2009. This charter will begin and end in Dutch Harbor, AK. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform these services. The contractor will be required to provide a vessel which can accommodate a scientific party of up to eight (8) for the first survey and up to twelve (12) for the second survey. The resulting contract will have a base survey period from approximately July 1, 2009 through September 30 and no option periods. Minimum overall vessel length required is 150 feet, and a maximum draft of 15 feet. Minimum continuous horsepower output from main engine, 850hp. Minimum cruising speed of 10 knots. The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about May 12, 2009 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. The estimated response due date is June 11, 2009; however, the actual date offers are due will be stated within the solicitation documents.
