Description
This publication serves as notice of intent to procure services for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with Air Services, Inc. The government intends to acquire services under the authority of FAR Part 13, 106.1. The government intends to issue a fixed price purchase order to Air Services, Inc., Carrolton, GA, for structural wing inspection and wing bolt replacement for DHC-6 Twin Otter N48RF aircraft. This is a small purchase acquisition over $10,000 but less than $25,000. The DHC-6 Twin Otter N48RF is currently supporting Northern Right Whale Survey Missions in Cape Cod, MA and will be requiring the maintenance by the end of May 2009. Air Services, Inc. is the only qualified vendor on the eastern Seaboard that is capable of performing this scope of work. Air Services, Inc., located in Carrollton, GA, is an unlimited repair station that specializes in Twin Otter structural repairs, modifications, avionics and standard inspections. They have the necessary tooling, jigs, and equipment to remove Twin Otter wings and make the necessary repairs. Air Services, Inc. has over 20 years of experience performing these inspections and repairs. These inspections are invasive and require experienced technicians to perform the work. The other vendors capable of performing similar work are located in British Columbia, Canada; Calgary, Alberta, Canada; and San Diego, CA. The Twin Otter N48RF aircraft will not be available to fly to locations in Canada or California. Air Services, Inc. is the only qualified vendor located on the eastern Seaboard that can satisfy AOC's requirements. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
