Description

The USDA, Animal and Plant Health Inspection Service (APHIS), Animal Care (AC) intends to issue a sole source award using commercial and simplified acquisition procedures for analysis of samples taken at horse shows to detect foreign substances as defined in the Horse Protection Act (HPA) for evidence of soring to Southwest Research Institute located in San Antonio, TX. The proposed contract will be for one year with options for up to an additional four years. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Numbered Note 22 applies.
