Description
This is NOTICE OF AWARD to Morita Corporation, 5-5-20, Shojihigashi, Ikuno-ku, Osaka, Japan for the repair of a fire ladder truck in support of the United States Marine Corps, G-4 Garrison Mobile Equipment (GME), MCB Camp Smedley Butler. The Regional Contracting Office, Far East, Okinawa, Japan awarded a Sole Source, Firm Fixed Price Contact with Morita Corporation. The sole source procurement is pursuant to USC 2304 (c)(1), as set forth under FAR 6.302-1. The North American Industry Classification System (NAICS) Code for this procurement is: 811111, and a Federal Supply Class (FSC) Code of J23. This vehicle was originally purchased in 2004 from Morita Corp.,located in mainland Japan. Morita Corp as the original manufacturer of the ladder truck is the only vendor that can repair the truck as the ladders super gyro system is proprietary. All parts required for the repair of the vehicle are both manufactured and available through Morita Corp only. Morita Corp. has! the proprietary rights to the structural drawings and technical data to manufacture the parts and has no intention of releasing these rights to other manufactures. In addition, Morita personnel have the knowledge, technical expertise, and equipment necessary to repair the fire ladder truck. Other vendors would not be able to re-fabricate and re-apply parts as all components of the super gyro system and return the vehicle in safe and fully operational condition. As the system includes proprietary information, the only vendor that can repair the vehicle is the original equipment manufacture, Morita Corp.
