Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) in support of the Naval Dosimetry Center to meet Navy requirements has the need for a system that will provide retrospective dosimetry using biological specimens. This capability is required to determine the dose to the Navy personnel in the event of a nuclear/radiological incident or accident.To meet this need NSWCCD intends to negotiate a non-competitive procurement with Bruker Biospin Corporation 15 Fortune Drive, Billerica MA 01821-3923 for the purchase of one (1)e-scanTM M Table Top Electro Paramagnetic Resonance (EPR) Analyzer.The analyzer will provide the Navy with a method of dose estimation using biological specimens which can be used to evaluate the radiation exposures to the personnel after nuclear or radiological incident and allow the Navy to develop protocol and modalities for EPR dosimetry in the Navy environment on shore and aboard ships.Bruker Biospin Corporation is currently the only commercial manufacture of table-top EPR detectors suitable for biodosimetry. A firm-fixed price order is anticipated following the procedures of FAR Part 13.This notice of intent is not a request for competitive proposals or quotes. Interested persons may identify their interest and capability to respond to the requirement or submit proposals or quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. However, all proposals or quotes received within fifteen days after date of publication of this synopsis will be considered by the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
