Description
The purpose of this notice is to identify vendors that are interested in and capable of providing the products described herein. MSHA will not pay for the preparation of any information submitted The anticipated contract type will be firm fixed-price. If your company is able to provide the requested item(s) and is interested in this acquisition, please submit the following: 1. Point of contact, including a phone number, physical and e-mail address. 2. Size status and or SBA certification program of your company. 3. Cage Code for your company. 4. An estimated FOB destination cost including capability of meeting delivery dates provided below. 5. NAICS code is 541519 6. Firm must be registered in the Central Contractor Registry (CCR) The National Mine Health and Safety Academy is requesting bids for annual preventative maintenance. • 225KVA Liebert UPS (3 Phase) • 2 battery Cabinets • Bypass Cabinet PLACE OF PERFORMANCE: All work shall be performed at the National Mine Health and Safety Academy, Beckley, West Virginia. STATEMENT OF WORK: The Contractor shall: • Be a Liebert Certified Company • • Provide Liebert Certified Technicians • Perform scheduled maintenance per manufacturer specifications for all Liebert UPS equipment. • Include one annual and three operational visits (4 per/year) • Quarterly Service o Inspect appearance and cleanliness of battery. Clean normal cell top. o Measure and record the total batter float voltage and charging current o Measure and record the overall AC ripple voltage o Measure and record the overall AC ripple current o Visual inspection of jars and covers for cracks and leakage o Visual inspection for evidence of corrosion o Measure and record ambient temperature o Verify battery cabinet integrity o Measure and record 100% of cell temperatures o Measure and record float voltages of all cells o Measure and record all internal impedance readings o Provide a detailed written report noting any deficiencies and corrective action need, taken or planned o Verify approval for Battery Life program • Semi-Annual Service (includes Quarterly Service above plus the additional items below) o Temperature check on all breakers, connections and associated controls. Repair and report all high temperature areas. o Perform visual inspection of all equipment including subassemblies, wiring harnesses, contacts and major components. o Check Air filters. o Check Module(s) completely:  Rectifier and inverter snubber boards for discoloration  Power capacitors for swelling or oil leaks  DC capacitor vent caps that have extruded more than 1/8" inch  Record all voltage and current meter readings on the module control cabinet or the system control cabinet  Measure and record harmonic trap filter currents • Annual Service (Includes all Quarterly and Semi-annual Service above plus the additional items below) o Check the inverter and rectifier snubbers for burned or broken wires o Check all nuts, bolts, screws, and connectors for tightness and heat discoloration make changes as necessary o Check fuses on the DC capacitor deck for continuity o Perform operational test of the system including unit transfer and battery discharge (per approval from MSHA IT personnel) o Install or perform engineering field change notices as necessary o Measure and record all low-voltage power supply levels o Clean any foreign material and dust from internal components o Perform status check on all alarm circuits o Calibration of all equipment to manufacturer specifications o Measure and record phase-to-phase input voltage and currents o Review systems system performance with customer to address any questions and to schedule any repairs o Return unit to operational service with normal load then measure and verify display indications o Re-tighten all battery connection to battery manufacturers specifications o Measure and record all battery connection resistances in micro-ohms when applicable o Refurbish cell connections as deemed necessary by detailed inspection report. • Battery Service - performed in annual and semi-annual inspections o Check integrity of battery cabinet o Visual inspection of the battery cabinet and/or room  Check for NO-OX grease or oil on all connections  Check battery jars for proper fluid level  Check for corrosion on all the cleanliness of the battery room and jars o Measure and record DC bus ripple voltage o Measure and record total batter float voltage TYPE OF COVERAGE: The Contractor shall provide routine repairs, and inspections of the equipment; reports, and routine preventive maintenance as described in the sections of this agreement. SERVICE CALLS AND EMERGENCY SERVICE: The Contractor shall provide the capability to provide a 24/7 emergency response and respond with 4 hours from the time the emergency call was initiated. Additional calls, maintenance, and repairs not covered by this contract will be performed only upon written authorization by the U.S. Government. The extra service shall be provided by the contractor as supplemental service on a time-and material basis and is not included in this agreement. RESPONSE TIME AND PAY DEDUCTION: A maximum four-hour response time is required. If this response time is not met, the U.S. Government will adjust the pay for the Contractor. Two percent shall be deducted from annual maintenance agreement each time the Contractor does not respond within four hours or does not perform in accordance with the contract. WORK SCHEDULE: All preventative maintenance work shall be performed during the normal operating hours (8-5 EST). Any shutdown of the UPS equipment affecting the connected network devices must have prior approval from MSHA personnel. STOP WORK: All work shall be performed in a safe and professional manner. If work is not performed safely and professionally, the TPO shall have the authority to stop work immediately. This does not in any way affect the U.S. Government's right to terminate the contract for default or convenience in accordance with the applicable provisions of the contract. MATERIALS CONTRACTOR WILL FURNISH: The Contractor shall furnish all labor and all parts (excluding batteries, air filters and full bank capacitor replacement) MATERIALS GOVERNMENT WILL FURNISH: The Government shall furnish the electricity for the power tools. REGULATIONS: The Contractor shall perform services as set forth in the statement of work in accordance with all applicable laws and regulations. The Contractor warrants that he shall have obtained all licenses and permits as required by law to engage in activities required in connection with the statement of work. GUARANTEE/WARRANTY: The Contractor guarantees the materials and workmanship to be of good quality and in conformance with the best commercial practices. All products will be carefully inspected before using. The Contractor must guarantee all materials and workmanship against existing and/or developing defects for one year. This one-year warranty is not exclusive. The Contractor is still responsible for breach of contract and negligence up to the expiration of the statute of limitations. The Contractor must warrant all materials, items, and performance to be equal to or better than as represented. CLEAN-UP AND DISPOSAL: After the job has been completed, the Contractor shall clean up all areas where work was performed. The Contractor shall remove and dispose of all excess materials left at the job site. The materials will become the property of the Contractor if they are of no use to the U.S. Government. The Contractor shall be responsible for all clean-up, repairs, and any other disposal costs associated with the UPS system. TO BE DEEMED RESPONSIVE AND RESPONSIBLE, FIRMS MUST SUBMIT, IN ELECTRONIC AND HARDCOPY FORMAT, A FULL CAPABILITIES STATEMENT. ALL ITEMS TO BE SUPPLIED UNDER A CONTRACT RESULTING FROM A SOLICITATION MUST BE IN ACCORDANCE WITH THE BUY AMERICAN ACT.
