Description
Draft Performance Work Statement for both Channel Catfish and Rainbow Trout. This is a Request for Information (RFI) for a basic and four option years purchase order for controlled phase delivery of live Channel Catfish and Rainbow Trout for the 88th Air Base Wing Civil Engineering Environmental Management Division, Wright-Patterson AFB, OH. The purpose of this announcement is to identify firms who possess both capability and experience to provide controlled phase delivery of both live Channel Catfish and Rainbow Trout. This will be an all or none purchase order award. The contractor shall be required to furnish all equipment, labor, supplies, and supervision, and perform all operations necessary for the transport, and delivery of healthy live Catfish and Trout to Wright-Patterson (WPAFB). This is not a notice of solicitation issue. This Request for Information does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), nor does this issuance restrict the Government's acquisition approach. The Wright-Patterson AFB environmental program requiring the controlled phase delivery of live Channel Catfish and Rainbow Trout will be using a Stair Step Quantity approach driven by the availability of funding. The stair step approach will allow the Government to purchase variable quantities such as 200, 300, 400, or 500 not to exceed a total delivery of 2000 each Catfish and Trout for any given delivery season. Note: in any given season the Government may choose not to order fish doe to the lack of funding. It is expected that fish will be ordered every year. The basic year will require live Channel Catfish deliveries in early summer followed by a live Rainbow Trout deliveries in the fall and live Rainbow Trout deliveries the following spring. The purchase order will contain a Variation in Quantity Clause of + or - 10%. The North American Industry Classification System (NAICS) code is 112511. The small business size standard is not to exceed $750,000 in gross average annual receipts for the three preceding fiscal years. The purpose of this RFI is to identify potential sources capable of meeting the requirements cited above and stated in the attached "Draft" Performance Work Statements. Your response should demonstrate capabilities, expertise, and past performance. Your response should not exceed 10 pages and should include the following: Company Name; Address; Point of Contact; Telephone Number; E-Mail Address; CAGE Code; Web Page URL; Size of Business and participation in a government preference programs (if applicable). The government will not award a purchase order solely on the basis of this RFI nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The Department of Defense (DoD) has determined the Central Contractor Registration (CCR) to be the Single DoD registration for contractors who conduct business or who are interested in conducting business with the Department. DoD contracting officers worldwide will use CCR to identify sources and financial officers will use it to make payments.
