Description
The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) Governors (BBG) has a requirement that it intends to negotiate and award as a non-competitive commercial item contract to Scientific Atlanta 5030 Sugarloaf Parkway, Lawrenceville, GA 30042. The contract will include a base year with four option years, subject to the availability of funding. Under the contract, Scientific Atlanta, a Cisco company, shall provide Cisco Systems Power Vu encoder and decoder/receiver equipment and maintenance services including system installation and training of BBG operational staff. This contract with Scientific Atlanta is needed to avoid any interruption in the Agency's services that are considered mission critical, as there can be no break in services. This sole source procurement is being done in accordance with the Federal Acquisition Regulation (FAR), Subpart 6.302-1(b)(4), 41 U.S.C. 253(c)(1), which permits other than full and open competition "when the agency head determined in accordance with the agency's standardization program that only specified makes and models of technical equipment and parts will satisfy the agency's needs for additional units or replacement items, and only one source is available." The Ageny standardized on Scientific Atlanta equipment in 1997 and has utilized and deployed Scientific Atlanta equipment throughout the Agency's Digital Video/Audio/Data Global Satellite and Fiber Cable delivery network. The equipment has proven very successful is providing high quality digital video, audio and data signals necessary to maintain the Agency's mission. In addition to over two thousand receiving units deployed worldwide, the Agency utilizes distribution systems in Washington DC, Miami, Kuwait, Prague, Tinang (Philippines), Cairo and other teleports. Changing to a new encoder/decoder system vendor would introduce incompatibilities in this proven design, requiring complete re-engineering of the system and jeopardizing the Agency's mission. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within fifteen (15) calendar days after the posting date of this notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
