Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Thales Australia Limited, Mine Countermeasures (MCM) Division, Cowper Wharf Road, Garden Island, Australia, on a sole-source basis to acquire support services addressing technical issues with the Infrasonic Australia Acoustic Generator (IAAG). The IAAG is the low frequency variant of the Australian Acoustic Generator (AAG). This order is sole source for the following reasons. The IAAG is proprietary to ADI Limited. NSWC PCD has successfully evaluated this equipment for use in the US Mine Countermeasures (MCM) Fleet having acquired the equipment under contract N61331-06-C-0030 and N61331-07-D-0006. Given the proprietary nature of the IAAG, Thales Australia Limited is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and design services to resolve al! l the technical issues with the IAAG. Additionally, numerous patent issues could require resolution. The Request for Quote (RFQ) number is N61331-09-T-9516. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 334419 with size standard of 500 employees. The order shall be firm fixed priced with an expected delivery date on or around 25 September 2009. The expected award date will be on or around 11 May 2009. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database.
