Description
RFQ Quote sheet. Quote one lump sum only. OPTION YEARS HAVE BEEN RESCINDED. This is a combined synopsis/solicitation for performance based commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W912TF-09-Q-0519, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 562910 and the small business size standard is $14M. The following commercial service is requested in this solicitation; Site visit is scheduled for Thursday, April 16, 2009 at 10:00AM. If you are planning on attending please contact Regina Rockwood at 603-430-3459 or email at regina.rockwood@ang.af.mil no later than Wednesday, April 15th. 0001 Scheduled Oil Water Separator Cleanings 1 DECRIPTION OF WORK: Worked is to be performed at Pease Air National Guard Base Newington NH. Specific work locations within the base are Buildings (BLD) " BLD 157 100 Gal OWS " BLD 158 150 Gal OWS " BLD 251 525 Gal OWS and Grit Chamber " BLD 253 525 Gal OWS " BLD 254 100 Gal OWS and 525 Gal OWS " BLD 260 100 Gal OWS and 4,000 Gal OWS 2 WORK TO BE PERFORMED: The work consists of furnishing all labor, materials, and equipment for performing all the work necessary to clean the above separators. Cleaning of the separators is defined as the pumping out of all fluids, removal of any solids, and wiping down of the surfaces within the separator. 2.1 The contractor shall be responsible for the removal of all wastes generated/removed during cleaning, to include necessary drums/containers used for disposal. The contractor will coordinate removal of any waste with the Installation Bio-Environmental Office. 2.2 The contractor shall follow all Federal, State, and Base safety and environmental regulations associated with the above listed work. Contractor shall provide all required material and equipment to perform proper Lock-out/Tag-out and Confined Space Entry procedures. Contractor will coordinate with Base Safety, Environmental, Fire Department and Security Police prior to any work being performed. 2.3 The quantities of work listed are approximate and are provided only for the purpose of illustrating general magnitude of work. The brief descriptions of work do not in any way limit the responsibilities of the contractor to perform all work and furnish labor, materials, and equipment shown, specified or reasonably inferred by the above description. 3 MATERIALS SUPPLIED BY CONTRACTOR: Contractor will provide hardware, separator seals/gaskets, and/or separator elements as required. 4 PERFORMANCE PERIOD: Contractor shall be required to: 4.1 Commence work under this contract within 30 calendar days after the contractor receives notice to proceed. 4.2 Coordinate with civil engineering personal at least one week prior to starting work. 4.3 Complete work no later 14 calendar days after commencement of work. All areas in which the work is to be performed are in intermittent use. Coordinate the work schedule with the schedules of the entities through Civil Engineer personnel. 4.4 Civil Engineer personnel will assist with the necessary permits and coordination with the Base Bioenvironmental Office, Safety and Fire Department so that the contractor can perform the required work. 4.5 Coordination with CE Personnel will be accomplished during normal work hours between 07:00am and 03:30pm. 30 Days ADC, FOB: Destination for delivery to 302 Newmarket St. Pease ANGB, Newington, NH 03801. The following provisions and clauses apply to this acquisition: FAR 52.216-1 The Government contemplates award of a firm fixed price contract for this year only; option years have been rescinded. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. IAW FAR 52.212-2; Evaluation - Commercial Items, the following factor shall be used to evaluate offers: Price.
