Description
This source selection procurement consists of one solicitation with the intent to award up to three (3) Indefinite Delivery Indefinite Quantity Multiple Award Construction Contracts (MACC). The contract will include a base period and four (4) option periods. The performance-period requirements will be 365 calendar days from date of award for the base period and option periods or when the not-to-exceed amount is met, whichever occurs first. Task orders will have a minimum of SG $39,372.50 ($25,000 @SG $1.5749/US $1) not-to-exceed limit of SG $2,362,350 (US $1,500,000 @ SG $1.5749/ US $1). The maximum amount is SG $7,874,500 (US $5M @ SG $1.5749/$1) per period. The $5M threshold is the combined total of all awarded contracts. The maximum value over the five periods is SG $39,372,500 (US $25M @ SG $1.5749/US $1)for all awarded contracts. The minimum guarantee is SG $39,372.50 (US $25,000 @ SG $1.5749/US $1) for each contract for the base period only. The work (tasks) will generally provide all labor, transportation, equipment, materials, tools, supplies, engineering, supervision, and administration services needed to complete the scope of work. Task order statements of work will be for new construction renovation/revitalization/alteration, and repair by design-build or by design-bid-build of buildings and related structures. Types of projects may include, but are not limited to: administration buildings, school buildings, hospitals, auditoriums, fire stations, residential buildings, gymnasiums, office buildings, hangars, HVAC, laboratories, and parking structures. The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform new construction, renovation/modernization, routine repair, alteration, and related demolition of existing facilities based on two phase design, modified design build or full plans and specifications for DOD facilities within the U. S. Navy Region Center Singapore. The work shall also include sampling, testing, removal, and disposal of lead contaminated paint, asbestos and other hazardous materials. Facilities is defined as 1) residential building construction for single family and/or multi-family housing; 2) nonresidential building construction for industrial buildings and warehouses; 3) nonresidential buildings, other than industrial buildings and warehouses; and 4) supporting improvements such as utilities, landscaping, and roadways. In support of design-build work, the Contractor shall employ the services of an architect/engineering professional ex! perienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects. At time of award the highest rated offeror will receive the seed project and the two next most highly ranked offerors selected for contract award will receive the minimum guarantee. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. A Pre-Proposal Conference and Site Visit has been scheduled for 6 May 2009. More details will be forthcoming. The Seed Project identified for award of the contracts is Renovation of COMLOG Foyer, Male and Female Restrooms/Changing Rooms and Hallways at 1st Floor Bldg 7-4, PSA Sembawang Terminal, Singapore. The estimated price range for the Seed Project is between SG $250,000 and SG $500,000 (US $100,000 and US $250,000). Award will be made to the responsible offerors whose proposals, conforming to the Request for Proposal, will be most advantageous to the Government resulting in the best value, price and other factors considered. After award of the initial contracts, the awardees will compete for task orders based on best value to the Government. Evaluation of contract award is based on the following factors: Factor 1 -Past Performance; Factor 2 - Key Personnel Experience; Factor 3 - Management and Schedule Plan; Factor 4 - Safety; and Factor 5 - Price. Contract award will be made to the offerors representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Price will be based on the Seed Project. The solicitation will be issued on or about 30 April 2009. Proposals will be due on or about 30 May 2009 at NAVFAC FAR EAST Yokosuka, Japan at the time specified in the solicitation. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes.
