- SOURCES SOUGHT DESCRIPTION: MARKET RESEARCH. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for potential sources to manufacture a Body Armor System Combat Vehicle Crewmen (BASC). The BASC system will require a body armor solution that allows Combat Vehicle Crewmen (CVC) Commanders to tailor protection to the mission, situation and environment. Conceptually the BASC will be worn over the CVC coverall and consist of: a soft armor vest (SAV) meeting the ballistic requirements, and at least the area of coverage, of CO/PD 00-02G; a plate carrier (PC) to allow the use and appropriate adjustment (to adjust and retain proper position) of E-SAPI plates (front, back and sides); either an integrated capability (MOLLE/PALS) to carry a minimum load of six (6) M-16/M-4 magazines, two (2) 9mm magazines and one (1) Improved First Aid Kit (IFAK), or a quickly detachable carrier with the same capacity (i.e., Chest Rig). ! The back of the SAV shall cover to the base of the spine while seated. The SAV must have an extraction strap capable of lifting an unconscious Marine (up to 250 lbs) vertically through a combat vehicle hatch. All components shall be flame resistant, anti-static and anti-microbial and compatible with the CVC coverall, CVC helmet, USMC hydration system, and Improved Load Bearing Equipment (ILBE). Small Arms Vest Attributes: The SAV shall be front-opening with a reliable closure that allows rapid donning and doffing, be designed so as to minimize/eliminate snag hazards, incorporate removable throat, yoke, collar assemblies, and groin protection, as well as, a detachable rifle bolsters that can be located on either shoulder. PC Attributes: The PC shall have no inherent soft armor (unless required for adequate coverage of side E-SAPI), allow for rapid donning and doffing, be designed so as to minimize/eliminate snag hazards and, should a cummerbund be used, the side E-SAPI will be internally carried. When worn with the SAV, the PC shall not prevent the use of the extraction handle on either the SAV or the CVC coverall. The PC shall be capable of quick doffing in an emergency situation. Load Carriage: If a separate load-carriage solution is used, it shall be capable of easy attachment/detachment. When attached, it shall remain in place throughout violent motion when fully loaded and must be capable of separate storage in the vehicle. A detachable carrier must be capable of prolonged use in austere operational environments and must be able to support the weight of the combat load described above. A copy of Purchase Description Body Armor, Multiple Threat/Interceptor, CO/PD 00-02G is being provided as an attachment to this sources sought in order to familiarize respondents with the format and general information that will be provided in the final technical data package. The primary differences between the information provide in CO/PD 00-02G and the final technical data package will be related to patterns and the use of coyote brown 498 in place of Universal Camouflage. Significant changes in materials or methods/techniques used in assembly are not being contemplated at this time. INDUSTRY DAY: MARCORSYSCOM will host a BASC Industry at Kalman & Company Inc., 50 Tech Parkway, Stafford, Virginia, 22556 on 27 May 2009. The conference will commence at 0800 with a MARCORSYSCOM overview of current program goals, capability needs, constraints, other information, and answers to relevant questions or concerns. Questions and or concerns may be submitted in writing to susan.dlugos.ctr@usmc.mil prior to the conference date. A limited number of individual sessions can be arranged with the MARCORSYSCOM team by appointment, and on a first-come, first-served basis, to discuss company-specific ideas, concerns, prototypes, etc. These one-on-one sessions will not exceed thirty (30) minutes each and should include company qualifications/background, similar-relevant past performance information, potential teaming arrangements, and business size. Companies wishing to attend the conference and/or make a session appointment should register no later than 12 May 2009, 4:00 ! PM Local Time, by emailing Erin Tucker at erin.tucker.ctr@usmc.mil. Emails should include company name, point of contact name and phone number, name and title of attendees, and whether registering for conference and/or one-on-one session. One-on-one session participation is limited to four persons per company. REQUEST FOR WRITTEN RESPONSES: Responses from interested businesses should include the following: 1) Business name, business size, address, and point of contact information (name, email and phone number). 2) Manufacturing capability to provide approximately 20,000 BASCs (including soft armor panels that meet all of the Interceptor Body Armor (IBA) ballistic requirements referenced in paragraphs 3.5 thru 3.5.3 of CO/PD 00-02G) at a rate of approximately 5,000 per month beginning no earlier than the 3rd quarter of FY10. Include information about capacity of facilities, equipment, personnel, established quality assurance processes and corrective action methods. Also include information regarding anticipated future production efforts that your company will likely be engaged in during the period of 1 Oct 10 thru 1 Oct 11. 3) Past performance information on current and previous contracts performed within the past three (3) years for items similar in size and complexity to the BASC! effort. All interested companies are encouraged to respond to this sources sought by submitting the above information NLT 1600 05 June 2009 (EDT). Furnished written materials and any proprietary information will be protected when clearly identified as proprietary. No telephonic responses will be accepted.
