Description
1.0BACKGROUND By Customs and Border Protection policy Border Patrol agents are required to qualify quarterly with their handgun, a rifle and a shotgun. This is accomplished as part of an 8-hour training day, to include classroom exercises as well as the actual firing of the weapons on approved courses of fire. 2.0SCOPE OF WORK This is for the exclusive Border Patrol use of the range for an 8-hour period, one day a week for 52 weeks. The firing range must provide a safe venue for the conduct of the courses of fire and include both a classroom for those portions covered in the 8-hour training day and areas to make safe and clean the weapons used. The classroom and cleaning areas must be collocated with the firing range. 2.1Contract Type Purchase Order 2.2Period Of Performance Annual, from January 1st, 2009 until December 31st, 2009 2.3Place of Performance TBD – Must be within a 25 mile radius of the Ronald Reagan Building at 1300 Pennsylvania Ave. NW, Washington, DC 3.0DESCRIPTION OF TASKS AND DELIVERABLES 3.1Bullet trap capable of accepting all CBP authorized handgun ammunition, shotgun ammunition and rifle ammunition, up to 7.62x51mm. 3.2Fixed target line with turning targets and variable firing lines capable of allowing firing from as close as 1.5 yards and as far as 50 yards. Ranges with a fixed firing line and moving target locations are unacceptable. 3.3A minimum of 15 firing points usable at the same time. 3.4Remote control for the turning targets, allowing operation of the targets from close proximity to the 3, 7, 15 and 25 yard lines. 3.5Movable barricades usable freestanding at the 25 and 15 yard lines. 3.6Adjustable light system that would allow the range to be darkened to conduct reduced light exercises. 3.7On site classroom, accessible to the firing range. 3.8On site weapon cleaning area. 3.9On site restrooms and washing facilities immediately accessible to the firing range, to clean hands and face after firing on the range. 3.10On site storage for CBP weapons and ammunition. 3.11On site storage for CBP cardboard and targets. 3.12On site storage for cleaning gear and additional required equipment to conduct quarterly qualification. 4.0GENERAL INFORMATION 4.1Disclosure of Information 4.1.1Any information made available to the contractor by the government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract. 4.1.2In the performance of this contract, the contractor assumes responsibility for the protection of the confidentiality of government records. 4.1.3The contractor will adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information. 4.2Technical Contact 4.2.1The Customs and Border Protection technical contact person or Contracting Officer’s Technical Representative (COTR) will be XXXXX. The COTR may be contacted at XXX-XXX-XXXX. 4.2.2All Contract administration matters will be handled by XXXXXXXXXX 4.3Government Furnished Property 4.3.1CBP will furnish cardboard backers, targets, staple guns, staples, markers, weapon cleaning equipment, all weapons and ammunition. 4.4Contractor Furnished Items 4.4.1The contractor shall provide eye and hearing equipment if needed. 4.5Procedures for Payment 4.5.1Billing shall be weekly, upon completion of range day, and payment shall be accomplished within 30 days of receipt of the bill.
