Description
The purpose of this project is to construct a Combined Arms Collective Training Facility (CACTF) at Kahuku Training Area (KTA), Oahu, Hawaii. The CACTF consist of multiple range training buildings and additional administrative and training areas. Construction will include site and grading, roadways and parking, utility infrastructure, environmental mitigation/compliance, foundations, single/multi-story CMU and steel construction, and incidental items to construct the CACTF facility. Estimated cost is between $25 Million and $100 Million. A pre-proposal site visit and conference will be held approximately 14 days after the anticipated April 29, 2009 issuance of the solicitation. Non-price evaluation factors of this lowest priced technically acceptable source selection process will be: (a) past performance, (b) experience, and (c) past performance on utilization of small business concerns. Upon completing the evaluation of all non-price proposals in Step 1, price will be evaluated (Step 2) for fair and reasonableness. This is an unrestricted procurement utilizing Electronic Bid Sets (EBS). Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Technical Data Solutions (FedTeDS) website via access through the Federal Business Opportunities (FedBizOpps) website located at http://www.fbo.gov/ on the issuance date. The Contractor is responsible for checking the website daily for any posted changes to the solicitation. Other business opportunities may be viewed at https://acquisition.army.mil/asfi. Offerors should register on the Honolulu District Contracting Website at http://www.poh.usace.army.mil/CT/CT.htm to view/download a copy of this solicitation. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award. To register, the CCR Internet address is http://www.ccr.gov. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
