Description
Previously synopsized as W912CZ-08-R-0027 Changed to W912CZ-09-R-0010. This announcement constitutes an official Solicitation of the Fort Richardson Military Family Housing Maintenance acquisition. This acquisition is a competitive 8(a) set-aside. It has been determined that competition is limited or restricted geographically to the Alaska Small Business Administration District servicing area. All 8(a) certified firms serviced by the Alaska District Office and all 8(a) certified firms with a bona fide place of business in the Alaska District Office servicing area are deemed eligible to submit offers. In addition, it has been determined that competition will not be restricted by stage (transitional or developmental) of 8(a) program participation. Bid Bonds: are requested at the time of proposals to assure payment and performance bonds are available at the time of negotiations. Joint ventures are allowed to bid on 8(a) competitive projects. Therefore, Joint Venture Agreements - are allowable on competitive 8(a) set-asides. The Joint Venture Agreement (JVA) and all supporting documents [i.e. tax returns, financial statements, narratives, checklists etc] must be submitted as soon as possible but no less than twenty (20) working days prior to the scheduled date for contract award. Incomplete packages will be returned without action. The Joint Venture Agreement must be approved by SBA prior to award of any resulting contract. Failure to obtain SBAs approval of the JVA prior to award will result in SBAs request to the buying activity to terminate the award. If you are contemplating a joint venture on this project, you must advise your assigned Business Development Specialist (BDS), in writing, as soon as possible (The SBA Requirement Number, 1084-08-805175). This acquisition is subject to the North American Industry Classification System (NAICS) code of 561210 with a size standard of $32.5 million. The Government is soliciting for the award of a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Contractor shall provide all labor, personnel, supervision, administration, materials, equipment, tools, and transportation necessary to provide Maintenance of Family Housing Quarters, Troop/Bachelor Officer Quarters (BOQ) (Occupied and Unoccupied), Appliance Service Order work, Operation of Self-Help Stores and limited Grounds Maintenance at Fort Richardson, Alaska. The major tasks include the following: project management, quality control, appliance service order tasks, preventive maintenance, quarters cleaning, application of paint and texture, installation of floor finishes, repairs to floors and gypsum board, door replacement, undefined preventive maintenance, service order work, self-help store operations, furnishing management office support operations, housing grounds maintenance, key control, annual preventive maintenance heating systems, and construct, replace or repair fencing at Fort Richardson, Alaska. This acquisition will be a firm fixed price with one base year and four option years. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Best Value. The Government anticipates the issuance of the Request for Proposal on or after 15 April 2009. The target award date is 30 June 2009. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. There will not be paper copies of this solicitation available. The RFP will be available on the Federal Business Opportunities website at the following address http://www.fbo.gov. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
