Description
(a) The Tongass National Forest will host a pre-solicitation conference in Ketchikan, Alaska, on Monday, April 27, 2009, at nine o’clock in the morning. The purpose of the conference is to share information with prospective offerors on the contemplated future request for proposals for the Wrangell Island Timber Harvest draft and final Environmental Impact Statement (EIS). Prospective offerors interested in attending should make a reservation by contacting Kent Nicholson by e-mail at knicholson@fs.fed.us by close of business on Thursday, April 23, 2009, and sharing the names and titles of attendees and a brief four- to six-page summary of their experience in doing this sort of work and their initial advice to the Forest Service on how the acquisition might be conducted to provide a best value result (see (e) below). The conference will not be available by telephone or other means, but minutes of the meeting will be posted afterwards by amendment to this posting. (b) The Tongass National Forest seeks an EIS prepared consistent with, and tiered to, the 2008 Tongass National Forest Land Management Plan (http://tongass-fpadjust.net/Documents/2008_Forest_Plan.pdf), Record of Decision ROD (http://tongass-fpadjust.net/Documents/Record_of_Decision.pdf), and the National Forest Management Act. (c) The proposed project area is located on Wrangell Island in southeast Alaska, within the Wrangell Ranger District of the Tongass National Forest. The primary objective of the planned solicitation is to obtain a professional interdisciplinary team to collect necessary data and prepare a Draft and Final EIS for the Wrangell Island 10-Year Timber Sale project which will respond to goals and objectives identified by the Tongass Land Management Plan to help move the area toward the desired conditions as described in the Forest Plan to achieve the following: (i) manage timber resources for the production of sawtimber and other wood products from suitable lands made available for timber harvest on an even-flow, long-term sustained yield basis, and in an economically efficient manner; (ii) seek to provide a timber supply sufficient to meet the annual market demand for Tongass National Forest timber and the market demand for the planning cycle; and (iii) provide between 150 to 200 MMBF of sawlog volume for a 10-Year Timber Sale contract on Wrangell Island. (d) The Tongass National Forest intends to use a statement of objectives approach, rather than a statement of work approach. The SOO will be a comparatively short document that will provide the basic, high-level objectives of the acquisition. It will be provided with the solicitation in lieu of a government-written statement of work or performance work statement. In this approach, the offerors’s proposals will contain statements of work and performance metrics and measures which are based on their proposed solutions. (e) At this stage, the Forest Service is interested in receiving inputs and suggestions from prospective offerors on the conduct of this acquisition. For example, a prospective offeror might provide thoughts on whether the acquisition should be set aside exclusively for small businesses or other categories of businesses, the practicability of a firm-fixed-price contract, the advisability of a fixed-price-award-fee contract, suggested evaluation criteria to help us obtain a best value solution, and so forth.
