Description
NASA/GSFC plans to issue a Request for Proposal (RFP), on a sole source basis toAXSYS Technologies, for the completion of the GLAS spare Beryllium Telescope for ues asthe Engineering Model (EM) for the Advanced Topographic Laser Altimeter System (ATLAS)project. The requirement consists of AXSYS completing a 1.0 meter aperture berylliumtelescope based on build to print drawings from the GLAS telescope program and NASAfurnished semi-finished optical elements and fully finished structural elements. Theplanned contract vehicle for this requirement will be a firm fixed price contract with aperiod of performance of 4 years from the date of award. The contractor shall provide the final finishing of the 1.0 meter, symmetric Cassegrainall beryllium ATLAS telescope based on the following assumptions: The telescope design is build to print and premised on drawings from the GLAS telescopeprogram. The primary and secondary mirrors furnished by NASA are finished to the extent that theyrequire only nickel plating, diamond point matching, post polishing, and evaporatedoptical coating, along with customary intermediate and final thermal cycling operations.NASA will also furnish all structural elements comprising the telescope. The contractor will complete tough up mounting features and final thermal cycle ofstructural elements prior to assembly.The mirrors will be electro less nickel plated, diamond point machined, and post polishedin the presence of full aperture interferometric null tests to achieve agreed opticalfigure and finish requirements prior to optical coating to meet agreed reflectance anddurability criteria. The contractor shall also assemble and align the telescope when registered on a verticalaxis interferometric test set up to verify agreed system performance at room temperatureonly. The following Non-recurring engineering and tooling will also be included in thecompletion of the GLAS spare Beryllium Telescope: CNC programming for optical processing, design and manufacture of full apertureinterferometric null tests for the primary and secondary mirrors based on ComputerGenerated Hologram (CGH) and null lens technologies.Design and manufacture of tooling to facilitate diamond point turning and computerpolishing of the mirrors, design and manufacture of tooling for assembly, alignment, andfinal testing, author ATP and manufacturing processes for review and approval withNASA/GSFC. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30 p.m. EasternStandard Time (EST) on April 27, 2009.Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetitive basis, based upon responses to this notice, is solely within the discretionof the Government.
