Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. There is no solicitation available at this time. However, interested parties must act promptly to become qualified to submit proposals in the future. We anticipate a four-year IDIQ type contract. TACOM LCMC ROCK ISLAND is seeking to identify POTENTIAL SOURCES who have the capability to manufacture the Alternating Motor NSN: 6105-00-659-3036, PN 8421570 for use on the M31A1 Target Mechanisms NSN 6920-00-657-7533, PN 8421679. The alternating motor is currently identified as source controlled item with only one approved source, Island Components. The TDP may be viewed at https://aais.ria.army.mil/aais/SOLINFO/SOWandSPECS/INDEX.HTM. Qualification procedures for alternate sources are identified below. This notice serves two purposes: to conduct market research to identify potential sources/products and to publish qualification procedures. We are asking interested parties to answer the following questions: 1) Do you have a commercial item or non-developmental item available to meet the Governments needs or one that could be modified to meet the Governments needs? 2) What are your customary practices regarding customizing, modifying, or tailoring of items to meet customer needs? 3) What are your customary practices with respect to warranty, buyer financing, discounts, etc., under which commercial sales of the products are made? 4) Are there any laws or regulations unique to the item being acquired? 5) What are your customary practices regarding product testing and inspection? 6) What is your business size status (large, small, SDB, etc.)? 7) What is the stopping distance for your screw drive in this application? If the stopping distance (from the time of the stop signal to a complete stop, including inertial effects) exceeds the allowable distance for the switch on the M31A1, it destroys the switch or damages the physical limit stops. All responses should be received by close of business May 15, 2009. Qualification procedures: 1. Any party interested in qualifying a product for the Motor, Alternating, NSN 6105-00-659-3036, PN 8421570, must a. Submit at least one product sample to the following address for testing: TACOM-ROCK ISLAND, ATTN AMSCC-TAC-ARMA, Building 110, Second floor, Rock Island, IL 61299. b. Include a written request for TACOM LCMC-Rock Island to perform qualification testing, acknowledging, the possibility that the product sample may be damaged in testing and that the Government will not be held liable for such damage. 2. Include a written certification that the product meets the requirements of Drawing 8421570, Sheet 2 of 3, Note 1 (a through i). 2. TACOM LCMC Rock Island will install the sample motor into one or more M31A1 Target Holding Mechanisms for testing. The purpose of the test is to determine if the sample motor meets the operating requirements specified on Drawing 8421570, Sheet 2 of 3, Note 2 (a and b) without damage to the target holding mechanism, motor, or target silhouette. 3. Upon request, the product sample will be returned after completion of the testing. The Government will not be responsible for transportation charges to or from Rock Island, IL. 4. Parties with products that pass the requirements above are qualified to submit proposals under TACOM LCMC Rock Island solicitations for the motor. 5. Any party who successfully competes for a TACOM LCMC Rock Island contract and passes first article testing will be added as an approved source on drawing 8421570.
