Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for technical and engineering support services to develop a process to impregnate E-Glass roving with an Adiprene L100 polyurethane resin matrix. Based on the requirements of this process, the contractor shall deliver up to 250 ft of impregnated roving for inspection and analysis at NSWCCD. This procurement will also include an option for up to 3,600 feet of additional impregnated roving, based on NSWCCD's analysis of the initial 250 ft. The NAICS code is 541712. The proposed contract action is being solicited on a sole-source basis to KaZak Composites, Inc The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). KaZak Composites was funded under SBIR Phase I and II contract numbers N00167-99-C-0041 and N00167-01-C-0004, for similar work with Adiprene L100 polyurethane composite resin. KaZaK has extensive experience manufacturing this unique compliant polyurethane resin system and the composite stanchions developed under the afore-mentioned SBIR contracts have been approved for Navy use and are currently installed on the USS Nimitz. Award to any other source would result in (a) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (b) unacceptable delays in fulfilling the agency's requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 27 April 2009, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
