Description
ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA Medical Center,Perry Point, Maryland is seeking qualified A/E Firms to furnishprofessional services for the design of Project 512-517, to provide allnecessary design to prepare construction documents (CD's) forconstruction of a New Single Story (Dormitory) Building to include (36)sleeping rooms, meeting rooms, a dining area and a connection to theconnecting corridor system for delivery of meals and supplies. Thebuilding is to be located across Avenue D from Building 80 and next toBuilding 364 at Perry Point, Maryland. This acquisition is a 100% setaside for Service-Disabled Veterans-Owned Small Business (SDVOSB)concerns and the award of a firm-fixed-price contract is anticipated.The NAICS Code for this acquisition is 541310 and the applicable SmallBusiness Size Standard is not more than $4.5 Million dollars averageannual gross revenues for the past three fiscal years. The constructioncost range for this project is between $5,000,000.00 and $10,000,000.00.The selected A/E firms should have in house expertise in healthcareplanning and design. The selected A/E firms will be required to provideInvestigative Services to include review of existing space plan,drawings and documents, and a site investigation to confirm locations,sizes and capabilities of utilities and to verify architectural featuresfor the new building, including, but not limited to building systems(HVAC, plumbing, electrical, telephone, alarms, etc), and a means toconnect to the corridor at Building 364 for deliveries. ConstructionDocuments to include the following: Electrical, Mechanical, FireProtection (with full sprinkler system), Architectural, and Plumbingdrawings. Construction Period Services to include review of submittals,responses to Requests for Information (RFI), site visits for pre-bidconference, pre-construction conference, progress inspections and finalinspection, and as-built drawings after completion of construction. Thefollowing evaluation criteria will be used during the A/E selectionprocess: (1) Professional qualifications necessary for satisfactoryperformance of required services; (2) Specialized experience andtechnical competence in the type of work required; (3) Capacity toperform the work in the required time; (4) Past performance on contractswith government agencies and private industry; (4) Location in thegeneral geographical area of the project and knowledge of localconditions and codes. Firms will be evaluated by the A/E EvaluationBoard, scored, and ranked according to score. The three most qualifiedfirms will be invited to interview with the selection board, and willagain be numerically scored. The firm with the highest score will beselected and asked to negotiate a fair and reasonable price. Due to theneed of multiple site visits and coordination on design reviews,consideration is limited to A/E firms with a working office locatedwithin a 120 miles radius of the VA Medical Center, Perry Point,Maryland 21902.
