- IOOS DMAC RFI Solicitation Number: NCNA0001-9-10755 Notice Type: Market Research Synopsis: THIS IS NOT A SOLICITATION. The information requested hereunder is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or contract awarded. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of the submission of information. Responses to the notice will not be returned. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with Government regulations. The National Oceanic & Atmospheric Administration (NOAA) is seeking information (comments) from interested parties to help with market research to evaluate systems engineering and development approaches for implementing the national Integrated Ocean Observing System (IOOS) Data Management and Communications subsystem (DMAC). The intent of this request for information (RFI) is two fold: (1) to identify and evaluate comprehensive development strategies and concepts for the DMAC subsystem, and (2) to help inform optimal strategies for implementing a DMAC solution. The Request for Information is attached Interested parties are invited to submit responses to this notice (see Section 4.2 Information Requested, for a list of RFI questions). Responses should include a brief capability statement outlining parties' qualifications in system engineering and system development. Responses should also contain: parties' name, address, point of contact(s), telephone number, and fax number. Responses are to be submitted electronically in Microsoft Word (not to exceed 20 pages, including appendices, diagrams, and examples, in 12 pt Times New Roman font). Responses should be submitted electronically (using PDF or Microsoft word). NOAA must receive the submissions by email no later than 3:30 PM EST, April 30, 2009 at the following email address: joshua.s.helms@noaa.gov
