Description
The purpose of this contract, HSCG23-09-C-M02002, [5-Year, Base plus 4 Option Years] is to acquire technical and management services for the U.S. Coast Guard’s Recreational Boat Testing and Factory Compliance Program (RBFCP) for the Nation’s approximately 4,000 recreational boat manufacturers. This work consists of regular testing of recreational boats that are 20 feet or less in length, associated marine equipment, and specialized boats and equipment manufactured for sale in the United States and also perform periodic visits to boat manufacturing facilities to monitor compliance with existing Federal regulations. Boats tested may be outboard (O/B), inboard (I/B), inboard/outboard (I/O), or manually powered. The Coast Guard does not test canoes, racing boats, airboats, or catamarans. Areas enforced through the RBFCP include defect notifications, boat identification, safe loading, safe powering, and flotation for boats less than 20 feet in length. The RBFCP also ensures the regulations for electrical systems, gasoline fuel systems, ventilation, start-in-gear protection, and navigation lights are also complied with. Additionally, the RBFCP seeks to engage in educational outreach to recreational boat manufacturers, recreational boat retailers, recreational boat rental liveries, and recreational boat owners regarding current regulations and available resources. Information collected from each factory visit is recorded and maintained in the U.S. Government owned Recreational Boating Safety database (RBSDB). This contract is performance based.
