The estimated value of the basic contract is between $10,000,000.00 and $25,000,000.00. The purpose of this solicitation is to award a contract to SURVEY, DESIGN, AND CONSTRUCT a 7m wide, asphalt-paved road with 1.5m wide crushed aggregate shoulders from Sarobi to south of Khenj Kot in Paktika Province, Afghanistan. The basic contract will be for a 32km portion of road between Sarobi to west of Shaykhan. There will be options under the RFP to construct additional segments of asphalt-paved roadway to provide a complete paved road from west of Shaykhan to a location south of Khenj Kot. The GPS coordinates of each road segment will be included in the solicitation. The total road length from Sarobi to south of Khenj Kot is approximately 61km. The following Solicitation Number will be available on or about 24 April 2009 on line at the Afghanistan Engineer District (AED) Web Site http://www.aed.usace.army.mil: Solicitation:Description:Length (km): W917PM-09-R-0022Road - Sarobi to South of Khenj Kot61 The work within this contract shall meet and be constructed in accordance with the Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Public Works (MPW) Road and Highway Standards, safety and security standards and other references as stated in Section 01015 Technical Requirements. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 237310 with a size standard of $33.5 million. The magnitude of this requirement is between $10,000,000.00 and $25,000,000.00. The proposed contract will be awarded using Best Value evaluation methods.
