- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure four (4), air-to-water heat exchangers for Non-Line-of-Site Launcher System (NLOS-LS) Engineering Design Model (EDM) Mission Modules for the Littoral Combat Ship (LCS). This requirement is 100 percent set-aside for small business and FAR 52.219-6 Notice of Total Small Business (JUL 1996) is applicable. Specifications are available upon request from the contract specialist at (540) 653-7093 or rachelle.eller@navy.mil. The North American Industry Classification System Code is 332410 and the small business size is 500 employees. FOB Destination shall apply. The order shall be a firm fixed price purchase order utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS THE ITEM IS IDENTIFIED IN THIS NOTICE. All interested parties must meet delivery date no later than 1 June 2009. The closing date of this synopsis is 16 April 2009. Anticipated award is 21 April 2009. The Naval Surface Warfare Center Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/ /SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database. Registration may be accomplished by accessing the CCR Web site at http://www.ccr.gov. A paper registration form may be obtained for the DoD Electronic Commerce Information Center at 1-888-227-2423.
