Description
Base Pavements IDIQ, ALTUS AFB, OK. A base pavements, firm fixed price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded from this solicitation. The performance period will consist of one (1), 12-month Basic period with a possible three (3), 12-month Option periods. The scope of work will consist of furnishing all plant, labor, tools, transportation, travel, equipment, materials, and any other incidentals necessary to perform all operations essential with base pavements on Altus Air Force Base (AAFB). The Work may include any or all of the following, but not limited to: Clearing and grubbing, brush and tree removal associated with specific construction projects. Demolition and removal of existing concrete sidewalks, curbs, asphaltic pavements and miscellaneous concrete structures. Excavation of cohesive and cohesionless soils for preparation of roadway sub grade and for installation of associated underground utilities, open drainage swales and foundation structures. In addition, contractor will provide, and place select materials such as topsoil, select structural fill, sand, gravel, or crushed aggregate base. Stabilization of sub grade materials, and base courses with lime, Portland cement or asphaltic cement as required. Use of surfacing materials such as prime coats, tack coats, slurry seals, bituminous seal coats, and hot mix asphaltic concrete. Construction of base pavement surfaces and rigid pavement systems, as well as; portland cement sidewalks, service drives, curb and gutter and miscellaneous concrete structures including all form work and reinforcing. The contractor will also be working storm drains, inlets, culverts, junction boxes, and relocating site utilities including water lines, gas lines, sprinkler systems and associated appurtenances. Installation of conduit, and manhole systems for underground communications, and electrical services. Adjustment of existing valves, fire hydrants, and manholes to match final grading requirements. Application of pavement markings include the following; paint, adhesive tape, and thermoplastic pavement markings. The contractor will also be responsible for establishing turf by sod, seeding, or sprigging. The NAICS code applicable to this acquisition is 237310, the SIC code is 1611. The solicitation shall be a competitive HubZone small business set aside acquisition. The estimated magnitude for this project, including option periods, will be between $5M and $10M. The guaranteed minimum contract amount is $86,000.00 for the Base period only. The solicitation package will be issued in the form of a Request for Proposal (RFP) and will be made available for downloading via the Internet Electronic Posting Site, www.fedbizopps.gov on approximately 09 Apr 09. Prospective contractors must be registered in the Dept of Defense (DOD) central contractor registration (CCR) database prior to award of this, or any government contract. The website for registration is located at www.bpn.gov Offerors are further advised that failure to register in the DOD CCR database will render your firm ineligible for award. Registration requires applicants to have a DUNs number. It is highly recommended that all prospective offerors register immediately to ensure eligibility for award.
