Description
Under Statutory Authority 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with Carl Zeiss, Inc., Thornwood, NY, for one (1) Zeiss Axio Observer Z1 Motorized Inverted Microscope with components for Jesse Brown VAMC, Chicago, IL. The Zeiss Axio Observer Z1 microscope system is the only product that provides: 1) 23mm field eyepieces; 2) a documented thermal stability of less than 0.7um per degree C; 3) a fully apochromatic fluorescence light train that has been evaluated to optimize projection of the fluorescence light from 300-1000nm with the highest degree of planar and chromatic correction; 4) a motorized focus drive with 10nm step size +/- 25nm for reproducible z-stack acquisition in combination with time studies that exceeds the limits of resolution in the z-axis; 5) patented "Light Trap" technology in combination with the Zeiss EC optics and filter sets that has been evaluated to maximize image contrast and fluorescence light transmission; 6) a USB connection to PC/Software; and 7) a system that installs, integrates and supports every item required for this system in a single software environment. This announcement is for supplies for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by April 17, 2009. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before April 17, 2009 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
