Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for engineering and technical services to provide support to NAVSEA PMS500 and SEA 05 Theory Advisory Panel (TAP) and participation in development of physics-based surface ship dynamic stability tool. This procurement is 100% set-aside for small business concerns. The NAICS code is 541330. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures, and award a Firm Fixed Price purchase order to Paul Sclavounos Consulting, Boston, MA. Prof. Paul Sclavounos has work with NSWCCD previously on the Theory Advisory Panel.For developing a computationally efficient physics based computer code prediction tool for ships with large amplitude motions and is the principal architect and developer of Level III theory. Methodology and estimation Methods and tools developed to date are the result of previous collaboration, therefore continued collaboration is considered to most cost effective. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 22 April 2009 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
