- This is a combined Solicitation/Synopsis Request For Quote No other documents will be posted for this effort. The Department of the Interior, National Business Center, Acquisition Services Directorate, Sierra Vista Branch is issuing a Request for Quote (RFQ) to meet the requirements of the Center for Technology and National Security Policy (CTNSP) at the National Defense University (NDU), as documented in this RFQ. NAICS Code for this effort is 541618. The Government intends to award a Firm Fixed Price contract for this effort. As part of your quote, please provide your Company Profile to include the following: "DUNS Number Basis for Award Award will be based on best value determination, to the offeror whose offer conforms to the Request for Quote and is most advantageous to the Government, with price and other factors considered. Evaluation Factors are listed in attached SOW. Quotes in response to this Request for Quotes, shall be submitted and received by COB April 13, 2009. All quotes shall be submitted via email to Leah_Y_Bendixen@nbc.gov. STATEMENT OF WORKUN/DOD Peacekeeping Conference 1. BACKGROUND AND OBJECTIVE The Center for Technology and National Security Policy (CTNSP) at the National Defense University (NDU) conducts a 1-2 day annual United Nations/Department of Defense Peacekeeping conference in the May-July timeframe. Preparations involve discussions (in person and on the telephone) with and attendance of senior officials from the United Nations (UN), Departments of State and Defense, National Security Council, and NDU. The discussion will include assisting the UN in doctrine, training, strategic planning, management and other areas that may emerge during the discussion. CTNSP requires that a contractor organize, run, and write a report on the conference. 2. MAJOR DUTIES 1.Preparations for the conference. The preparations would involve discussions with UN and US Government officials to determine the UN needs in peacekeeping and any gaps in DOD assistance. In addition to telephone calls, the work would include a one-day trip to the Pentagon to confer with DOD officials and a one-day trip to brief new UN officials on the conference. The goal would be preparation of a working paper/agenda for the conference including a "wish" list of UN peacekeeping needs and an update on the QDR implementation and DOD's assistance regarding UN needs. A list of proposed conference participants will be developed and approved by the Director, CTNSP prior to the confirmation of their attendance. 2.Contractor will chair the UN/DOD conference, overseeing and facilitating discussion between participants on assisting the UN in doctrine, training, strategic planning, management and other areas. The conference will include senior officials from the United Nations, Departments of State and Defense, National Security Council, and NDU. The UN Undersecretary General for Peacekeeping and Assistant Secretary are also expected to participate. The discussion will include assisting the UN in doctrine, training, strategic planning, management and other areas that may emerge during the discussion. 3.Following the conference, contractor will prepare a report summarizing the remaining gaps in DOD assistance to UN peacekeeping and other actionable items. Upon approval by the Director, CTNSP, this report will be circulated and published by CTNSP. 3. MINIMUM REQUIREMENTS "Contractor must have prior experience in organizing, chairing and creating conference reports from conferences with senior UN, DOD and other USG officials on topics related to UN peacekeeping or complex operations."Contractor must have at least 10 years experience researching, writing and publishing papers relating to UN peacekeeping and/or national security."Contractor must have held senior level positions within the US Government and operated on a professional level with senior officials from other governments, and will have more than 15 years experience dealing with the formation of U.S. foreign policy."Contractor will have high-level (ambassador-level preferred) experience working with issues relating to national security and/or the United Nations 4. PERIOD OF PERFORMANCE One year from date of award, with 4 option years. 5. PLACE OF PERFORMANCE Preparations for the conference will take place primarily at the contractor's facility. The conference is to take place at the National Defense University, Ft McNair, Washington DC. 6. SECURITY REQUIREMENTS This conference is unclassified. 7. TRAVEL 1 trip to Washington, DC to chair the conference. 1 trip to New York to prepare the conference with UN officials. 8. TYPE OF CONTRACT This requirement will be a Firm Fixed Price Contract. Award will be in accordance with FAR Part 12 Commercial Item. 9. DELIVERABLES 1. Develop and provide a list of 15-20 proposed senior attendees from the United Nations, Departments of State and Defense, National Security Council, and NDU for approval by the CTNSP Director. The attendee list must be provided to CTNSP no later than 5 weeks prior to the event date. The contractor will be responsible for confirming the attendance of all approved attendees.2.Prepare a working paper/agenda for the conference to be supplied to the CTNSP Director no later than 3 weeks prior to the conference start date.3.Chair the UN/DOD Peacekeeping conference, to take place between May and July.4.Prepare a report summarizing the remaining gaps in DOD assistance to UN peacekeeping and other actionable items, to be completed no later than 3 months after the end of the conference (30-40 pages). This report will be briefed to the CTNSP Director for review and approval, upon which it will be published as an NDU-CTNSP paper. NON-PERSONAL SERVICES STATEMENT Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards, outline in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in this effort may not be interpreted or implemented in any manner that results in any contractor or sub-contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United State Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.4 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work. 11. Evaluation Factors The following factors and sub-factors listed in this RFQ are rated equally: (A) Technical 1) Understanding the requirement - To what extent does the contractor's technical approach demonstrate full understanding of the effort to be performed under the task? (B) Past Performance 1) Contractors are required to provide past performance information on prior contracts for similar work in their quotes. 2) Quality of performance/past performance - To what extent did the contractor demonstrate compliance with prior contract requirements for similar work and scope, accuracy of reports, timely delivery, and technical excellence? (C) Price
