- The U.S. Food and Drug Administration (FDA) are seeking small businesses [HUBZone, Service-Disabled Veteran-owned, small disadvantaged, 8(a), and woman-owned] ONLY, that are capable of manuscript handling and publishing of a scientific journal. The Journal of Regulatory Science will publish a wide menu of articles relevant to regulatory science and should help all stakeholders share knowledge of what constitutes good regulatory science. Reflecting the broad purview of FDA work, articles will be published in any field of human and animal medical product development as well as in areas of non-medical product use such as human and animal food and nutrition, food additives, and cosmetics. Scientific and policy issues related to pre-market review, regulation of product manufacturing over time and patient safety in real world use will all be eligible topics. One goal of the journal would be to demonstrate what lessons can be learned from past research and regulatory decisions. Another unique goal is to promote publication of studies with negative results in order to expedite and focus decision making which may be valuable to advance medical product development. For manuscript management, the capable source must be able to design the appearance of the journal, perform copy-editing, layouts, typesetting figure and table preparations, be Section 508 compliant, provide a site for centralized manuscript submission, receipt, handling, assignment, peer review and revision, and develop a program for marketing the publication. The FDA anticipates that this would be a multiyear effort. The mental and physical requirements of work would be defined in terms of observable and measurable descriptors. Interested parties should submit: a) A brief statement of interest, b) company or university name, point of contact and phone number, c) web-site address (if available), d) if more than one entity would collaborate on this project, the name(s) and contact information for the other entity(ies) and a brief statement of how the entity(ies) would work together and how the collaboration would enable them to conduct the work.
