Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Food and Drug Administration (FDA) is seeking a contractor to provide the following training: “Food and Drug Law” to approximately 50 FDA Fellows employees. COURSE DESCRIPTION: Contractor shall provide all necessary fees, registration and materials for approximately 50 FDA Fellows employees to participate in FDA in-house versions of the following educational programs: Introduction to Food, Introduction to Drugs, Introduction to Biologics and Introduction to Medical Devices. The offeror should demonstrate in its proposal that the objectives in the statement of work are understood and offer a logical approach to their achievement. Award will be made to the offeror who is deemed most responsive, whose proposed quote conforms to all requirements, and is judged to represent the best value to the government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-30. The associated NAICS code is 611710 and small business size standard is $7.0 Million. Period of Performance: May 2009 through August, 2009 Training Date: May 26 – 27, 2009 July 16 - 17, 2009 July 30 – 31, 2009 August 20 – 21, 2009 Location of Training: Food and Drug Administration 10903 New Hampshire Avenue Silver Spring, MD 20903-0001 AV Equipment: FDA Provided AV Requirement: FDA Provided Evaluation Criteria: The FDA will evaluate the offerors proposal submission based on Technical, Past performance, and Price as described below. Technical, Past Performance, and Price are of equal importance. A- Technical Approach and Expertise: The offeror’s proposal shall include a detailed, technically and methodically sound training plan. The plans shall include how training will be administered and delivered. The plan shall include the personnel and material resources to be committed to accomplishing the plan and indicate the assignments of key personnel. The plan must also demonstrate the offeror’s understanding of all introductory courses described in the Course Description. The Offeror shall, through a detailed technical proposal, be able to thoroughly explain the product the Government is seeking to obtain through this requirement. Offerors must demonstrate that their share of savings reflects the risks involved and market conditions. B- Past Performance: FDA will evaluate the offeror's past performance in the conduct of similar tasks and their relevance to this acquisition. C - Price: The Government will evaluate the offeror’s submission/proposal on their ability to provide support at a reasonable and realistic price (to include any discounts offered).
