- The Veterans Administration Regional Office in Jackson, MS is seeking potential sources for upgrade of its existing PCI Cooper lighting system and integration of the system with the existing Trane Tracer Energy Management System. Potential offerors shall possess ICS Tracer Summit Operations Certificate(s) and ICS Unit Controllers Installation and Programming Certificate(s) dated no earlier than Nov 1996. A general statement of work is provided below. The proposed North American Industry Classification System (NAICS) code is 238210, Electrical Contractors and Other Wiring Installation Contractors, and size standard is $14M. Respondents should identify their business size and category based on the NACIS code. Please submit expressions of interest and documentation of capabilities in sufficient detail for the Government to determine that your company possesses the necessary qualifications to compete for this acquisition. Please ensure responses do not exceed five (5) 8.5in. X 11in. pages (two-sided pages will count as two pages). Since this is a Sources Sought Announcement, no evaluation letters will be issued to respondents. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. The due date of submission of this information is 2:00 PM CDT on Apr 14, 2009 by email to lisa.maisel@va.gov. COMPLETE UPGRADE OF PCI/COOPER LIGHTING SYSTEM: Furnish and install 7 Cooper Watch Keeper logic boards. Furnish and install 1 Cooper Outdoor Photo cell. Furnish and install 28 Cooper Relay boards 8 circuits. Furnish and install 50 Remote GE switches. Furnish and install 1 Cooper Gateway upgrade. Furnish and install 1 computer w/keypad, mouse and 21-inch Flat Screen Monitor, software, virus protection. Provide all electrical work, wiring and cabling for system upgrade. Furnish and install Cooper Keeper Enterprise Software. Contractor must provide 8 hours of on site training and use of new system. Contractor must number and label all light switches and relays for each panel. Contractor must furnish 1-year warranty and a trouble phone line for trouble calls. Install and program Trane Trace Summit Energy Management and Advanced Reporting Software on existing Tracer System for advanced metering. Connect and program Trane Trace Summit Energy Management and Advanced Reporting Software to existing Enercept Networked Power Meter. Install and program Trane Tracer Summit Integration Gateway connecting Cooper Lighting system to Trane Entergy Management system for advanced metering. Trane Programmer must provide a copy of their ICS Tracer Summit Operations Certificate and ICS Unit Controllers Installation and Programming Certificate. Dated no earlier than Nov 1996 Contractor must provide a Cooper Watch keeper Factory Commission programmer for all software upgrades and database migration.
