- INTENT TO AWARD A SOLE SOURCE. It is the intent of the Program Support Center to award a sole source simplified acquisition to Decision Resources, Inc./HealthyLeaders Interstudy, the only known source that can provide the Department of Health and Human Services/Assistant Secretary for Planning and Evaluation with the required comprehensive and up-to date annual licensed information that assesses the state of local health markets that covers health market conditions in 75 local areas in the United States. This data is needed to support the HHS Secretary’s Value Based Health Care Initiative. The purpose of this purchase order is to acquire an annual license that offers the most current and up-to-date statistical information that specifically addresses the trends and health market conditions in 75 local areas in the United States. The license provides for a statistical market overview inclusive of a broad range of services specifically addressing trends in local health care related to HMO’s, PPO’s, insurance plans, health systems organizations, physician organizations, business coalitions, and employers in each of the market areas. This information will be provided in summaries of each area as well as in a spreadsheet format to enable comparisons across regional areas. Decision Resources, Inc./Health Leaders Interstudy maintains the proprietary ownership of such data and is the only known source that can satisfy the needs of the agency. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 7 days from the date of this synopsis, the Contracting Officer will proceed with the award to Decision Resources, Inc.
