Description
Construction Services - The General Services Administration (GSA) Great Lakes Region announces an opportunity for construction services for the Environmental Protection Agency Central Regional Laboratory Renovation project at the Federal Building located at 536 S. Clark Street in Chicago, Illinois. The work shall include, but is not limited to, a build-out of new laboratory spaces for occupancy by organic laboratories, inorganic laboratories and glassware cleaning rooms. New non-laboratory facilities will include a computer room and a data custody room. The estimated cost of this project falls with the range of $1,000,000 to $5,000,000, with an anticipated project duration of approximately nine months (9). The construction portion of the project is estimated to begin in September 2009. A qualified contractor will be selected using a best-value source selection procedure, in accordance with Part 15 of the FAR. Moreover, this will be a lump sum, fixed-price contract open to all business concerns in accordance with the Small Business Competitive Demonstration Program. The selected firm will be competitively chosen in accordance with the Federal Acquisition Regulations and source selection procedures using the Best Value trade-off process. For this contract, technical factors, when combined, are significantly more important than cost or price. A solicitation will be issued requesting offerors to submit in writing both a technical and a price proposal by the offer due date and time. Responsive offers will be evaluated on technical capability and price. The award will be made to the offeror that represents the best value to the Government. Small Business Participation: This procurement is open to both large and small business concerns. The North American Industry Classification System (NAICS) code is 236220 with a small business size standard of $33.5 million. Although this procurement is not set aside for small businesses, small firms including women-owned, minority-owned, HUBZone, veteran-owned, and service disabled veteran-owned business are strongly encouraged to participate in this project. Joint Ventures: Joint ventures or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality contractor team effort. Proposal Submission Requirement: The solicitation package will only be available electronically. It will be available on or about April 21, 2009. The solicitation will only be available on the FedBizOpps website (www.fbo.gov). Potential Offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Potential Offerors must register on the FedBizOpps website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). There will be a pre-proposal conference to permit prospective offerors the opportunity to clarify any concerns regarding the RFP, and tour the facility at the Federal Building located at 536 S. Additional details regarding the pre-proposal conference will be included in the RFP. The offer due date and time for receipt of proposals will be on or about May 21, 2009 at 1:00 P.M.
