- RFI Information Request for Information (RFI) The Directors Small Business Set-Aside Initiative 1. Background: The Director of the Defense Intelligence Agency (DIA) has identified several tasks that are both critical to the Agency's mission as well as being suited for qualified Small Businesses. The tasks are designed to be finite in nature, have actionable deliverables, and, when appropriate, define future courses of action and associated costs for future, follow on efforts. Five tasks have been identified to date and the Agency is requesting input from small business concerns regarding potential sources and their capabilities. Listed below is a short synopsis of each task. •Support to Irregular Warfare: Define the role and processes of the Defense Intelligence Operations Coordination Center in support of the Secretary of Defense Irregular Warfare initiative. Period of Performance, 6 months. •Collection Management Enterprise Baseline Assessment: Conduct an assessment of the DoD Collection Management operating environment with the goal of recommending improvements to enhance interoperability and improving support to intelligence operations. Period of performance, 6 months. •MASINT Enterprise Architecture: Baseline the requirements for a net-centric MASINT Enterprise Architecture. Develop and deploy a web based tool to manage MASINT requirements. Period of performance, 1 Year. •Defense Intelligence Enterprise Management: Working directly with DIA senior management, develop a set of common standards, metrics, and policies designed to create a common culture across the agency. Period of performance, 1 year. •DIOCC Strategy to Task (S2T): Develop a S2T Enterprise process to support the Combatant Commands and mission partners. Create a DIOCC and STRATCOM IT baseline. Period of Performance, 1 year. 2. Should the Agency decide to move forward with these efforts, they anticipate releasing separate solicitations for each. DIA anticipates these efforts would be awarded on a predominately Firm Fixed Price (FPP) basis. Companies interested in responding to this RFI may submit separate responses for any or all efforts. Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above. This information should include a description of the company, their areas of expertise, and contact information. 3. The deadline for this submission of information is 20 April 2009 at 1430hrs. Information should be provided via electronic mail to Ms. Sherry Baldwin at sherry.baldwin@dia.mil. Responses are limited to 4 pages for each task.
