- PAST PERFORMANCE QUESTIONNAIRE Solicitation of Submissions for Contractor Pre-Qualification Department of State 2009 Construction Services for U.S. Embassy Rome Italy Notice of Solicitation of Submissions for Contractor Pre-Qualification THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for construction services for the partial renovation and upgrade of the existing facilities at the U. S. Embassy in Rome, Italy. The renovation will include the United States United Nations Mission (USUN) located on the Embassy Rome compound. This construction project will complete the USUN facility improvements and the cafeteria project. The original U.S. government-owned, 4-acre and buildings were acquired by the Department in 1946. Portions of the 12,700 gsm chancery were constructed in the 1600s. The twin consular and public diplomacy buildings each contain 2,500 gsm of floor space. An additional parcel and office space were acquired and added to the compound in FY 2003. The building was designed in 1927 for the INA Insurance Company and was occupied by the company until the sale. Its 2 ½ acre trapezoidal site forms a natural corner to our embassy compound and brings the total compound size to 6.5 acres. Project Description: Security Clearance is NOT Required SAQMMA-09-R0075 Rome, Italy-Renovate the existing USUN building. Estimated construction cost is $2 to $4 million. Acquisition Phase I - Pre-Qualification of Offerors This announcement of solicitation of pre-qualification submissions is Phase I. DOS will evaluate and rate the pre-qualification submissions based on the procedure and evaluation criteria set forth below. DOS may refuse to pre-qualify any Offeror receiving less than a satisfactory rating on any evaluation factor or sub-factor. Acquisition Phase II - Requests for Proposals from Pre-Qualified Offerors Those Offerors determined to be pre-qualified in accordance with this notice will be issued a formal Request for Proposal (RFP) for the project and invited to submit proposed pricing in Phase II. The RFP will include a statement of work, final design documents and outline specifications that set out the project scope, construction process, post-construction activities; unique site constraints and requirements for maintaining security and operations during construction.
